- J&A The 177th Fighter Wing intends to award a sole source contract to Garrett Container Systems (GCS) 123 N Industrial Park Avenue, Accident MD. The award will be for 23 rifleman's kits, part number V2 RFLMN KIT-AB, 23 Multi-mission kits-part number V2 MMP KIT AB, and 23 Load Out Bags-part number V2 LOB. This procurement is being made pursuant to 10 U.S.C. 2304(c)(2) and FAR 6.302-1, for other than full and open competition; only one responsible source. This is a delivery order against centralized contract number FA8054-14-D-0004 approved by SAF/AQC and AF/A7S for Security Forces requirements. Awarding to another vendor will result in a substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
