Description
Purpose and Objectives: The intent of this Sources Sought Notice is to identify potential large or small businesses especially any SDVOSB offerors capable of providing one (1) Canine, Male Labrador as listed in the attached Statement of Work: This is for the Coatesville VA Medical Center located at Coatesville, PA. Responses to this Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility to provide the canine listed in the Statement of Work (SOW). Responses should include the following information: Business name, address, Point of Contact, Business Size, if applicable, Service Disabled Veteran Owned Small Business info. All information is to be submitted via e-mail at donna.cooper2@va.gov. Information provided will not be returned. All responses shall be in the English Language. Responses are due by 10:00am (EST) on Tuesday, June 6, 2017. No submissions will be accepted after this date and time. Questions can be submitted electronically to donna.cooper2@va.gov. This is a Sources Sought Notice and submissions will be used for informational and planning purposes only. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issue an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. STATEMENT OF WORK Coatesville VAMC Canine A. GENERAL INFORMATION 1. Canine Dog and Training 2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this Statement of Work (SOW), except as may otherwise be specified. Provide one (1) Labrador between the ages of twelve (12) months and (36) months of age. B. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks and Associated Deliverables: The contractor shall provide the specific deliverables described below. 1. The vendor must have been or employ someone who was/is recognized as an expert witness in Narcotics and Trailing. Vendor must have handled or employ someone who has previously handled a Narcotics and Training dog in a real world environment such as Law Enforcement Search and Rescue with at least 10 years of experience. If the Vendor is qualifying this experience based on an employee, this employee must have been employed by this Vendor for a minimum of 2 full years prior to the award date of this contract. Vendor must provide 5 references for which they have provided Narcotics and Training dogs. 2. CANINE: Provide one male Labrador between twelve (12) months & (36) months old. The dog must be well socialized with people and other animals. Additional requirements for the canine are as follows: The canine s weight must be proportional to the canine s frame and skeletal size. An objective rating system to measure body condition (weight for frame) should be used. The canine shall have all current vaccinations in accordance with current guidelines. c. A vaccination/titer certificate issued by a veterinarian with individual canine identification (name, tattoo, brand or microchip #) must be provided for canine. 3. NARCOTICS DETECTION TRAINING REQUIREMENTS FOR THE CANINE: The canine shall be at the imprint stage. The Canine Handler will verify the canine meets all required training elements as prescribed in LETC instructions for each narcotic odor the canine is certified to detect. The canine must meet the standard at a 90% proficiency rating. For successful certification, the canine/handler team shall achieve at least a 90% confirmed alert and no more than two false alerts. For successful certification a positive alert is defined as the trained detection alert in the presence of the target odor. The alert rate is calculated as the number of positive alerts divided by the number of available targets. For example, if the certification has ten target odors and the canine team identifies nine odors, it will have achieved a 90% positive alert rate. A false alert is defined as an alert in the absence of the target odor in the immediate vicinity. No Bite Work. C. TECHNICAL ACCEPTANCE 1. Technical acceptance of canine will be based on the following As stated above in 3. Narcotics Detection Training Requirements for the Canine. D. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: 1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order, presented to the contractor, shall be submitted to the CO for response. 3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO.
