- Full Detail of the Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring the Federal Business Opportunities website to ensure that they have the most up to date information about this acquisition. The solicitation number AG-1A23-S-17-0019 is being issued as a Request for Quotation (RFQ) and is being conducted as a 100% Total Small Business Set Aside which will be awarded as a Firm Fixed Price (FFP). The North American Classification System Code is 333111 Farm Machinery and Equipment Manufacturing. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-76. This requirement will be awarded as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. DESCRIPTION: This requirement is for a BRAND NAME OR EQUAL. The United States Department of Agriculture Natural Resources Conservation Services (NRCS) Rose Lake Plant Materials Center (PMC), located at 7472 Stoll Road, East Lansing, MI 48823 has a requirement for one (1) Kubota Wheel Drive Enclosed Cab Industrial Grade Diesel Farm Tractors, Model M5-111 or equivalent in accordance with the Salient Characteristics as listed below. Offered items must be compliant with all of "Salient Characteristics" in order to be considered for award. The tractor must be of sufficient size and horsepower to 1) lift the new Wintersteiger Row/Plotseed XL 2) pull the Truax no-till drill through thick residue 3) pull heavy disks through hills for seedbed plot preparation 4) lift mower and/or 5) operate several attachable implements. Additionally, the Rose Lake PMC requires a tractor with a cab, to shield exposing operators from cold weather (when plotting snow), heat, dust, noise, and fumes in the summer, as well as potential hazardous chemicals when spraying.
