Description
Intent to Sole Source The Missouri National Guard intends to sole source a contract with ACROW CORPORATION OF AMMERICA for: 3 MONTH RENTAL OF 70-foot long 700XS ACROW Panel Bridge DESRIPTION Bridge Length - 70' long span of bridging panel to use as a training set Bridge capability - Load carrying of MLC 80T 110W plus weight of epoxy aggregate no-skid surface. Bridge Description - All major components must be galvanized Erecting - Launching and de-launching equipment for bridge Additional Items - Complete bridge with side trusses, floor beams on 10' center, steel plate decking with non-skid surface, bearings, transom, swaybrace, raker brace, top chord brace, diagonal brace, transom brace Support/Training - Technical support for minimum of four days for the construction of the bridge. Technical Assistance for train the trainer. Additional days may be requested at the future expense of the requesting unit. Period - Rental for three month period (Approximately June-August 2017). Options for extension will be three options of one month each. Delivery - Delivery to and from Macon Training Site, Macon, Missouri. GENERAL NOTES 1. Superstructure drawings and calculation signed and sealed by a MOP.E included 2. Erection of bridge should be approximately 2 to 4 days with 4-man ironworker crew, with crane and supervisor 3. Certified by ISO 9001 and the American Institute of Steel Construction (AISC) Extensive Market Research was performed. Below is the view of the Missouri National Guard, responses encouraged. OVERVIEW - ACROW is the current non-standard bridge that the Army is using for operations. The unit needs a bridge part to train with in order to become proficient in emplacing this bridge. 1. Nature and/or description of the action being approved: The 1438th EN CO (MRBC) requires the use of an ACROW bridge part to meet their requirement for non-standard bridge training as this is the current non-standard bridge that the United States Army is using for operations. 2. A description of the supplies or services required to meet the agency's needs: The Bridge is needed for use at Macon Training Site for July - September 2017 for the 1438th to meet the requirements of key collective tasks Construct a nonstandard fixed bridge and reinforce an existing. NOTE: Requirement of the unit to be proficient and trained on these tasks. 3. Identification of the exception to fair opportunity, see FAR16.505: Limiting competition to one awardee on the basis that this is the current non-standard bridge that the Army is using for operations. 4. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable: Multiple similar supplies and rentals can be found via EDA search using cage code 0V4D3(Acrow Corporation of America). Anticipate determining fair and reasonable pricing using similar (if not exact) procurements. ACROW has no restrictions on providing pricing and references to the Government. 5. Any other facts supporting the justification: This asset will allow the unit to trained, on the product being used, when faced with a mission. 6. Evidence that any supporting data that is the responsibility of technical or requirements personnel and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel: While other panel bridges are available they are not being put into operation by the Army. In order to properly train on installing a non-standard bridge the 1438th needs the proper equipment that is being put into operations. ACROW bridges are the product and what the unit needs for its training requirements. The purpose of this intent to sole source is to announce a future award on the basis of sole source. If there is competition for the salient characteristics of the above, a detailed response must disprove this intention. Please contact me directly with your concern (email preferred).
