- REQUEST FOR QUOTE / STATEMENT OF NEED This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS the RFP number is 1605DC-17-Q-00030. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-86. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: https://www.acquisition.gov/sites/default/files/current/far/pdf/FAR.pdf. The NAICS code for this requirement is 541519 and the Size Standard is $27M. The Department Of Labor, Office of the Chief Information Officer (OCIO) requires maintenance support and maintenance renewal for IBM hardware and software as listed in Section C: Descriptions/Specifications in the attached RFQ. The period of performance will be a 6-month base period, plus one 6-month option period. This is requirement is being competed on an unrestricted basis. Both large and small vendors are eligible to submit a quote for evaluation. EVALUATION FACTORS: The Government intends to award a Firm-Fixed Price (FFP) on a Lowest Price Technically Acceptable (LPTA) basis. A single Purchase Order will be awarded to the offeror who submits the lowest-priced technically acceptable offer. Offerors must be an authorized reseller / service provider of IBM. Third Party vendors will NOT be accepted. OFFEOR RESPONSIBILITY: Offerors are advised that an active record in the System for Award Management (SAM) is required to receive an award. The Offeror's Representations and Certifications (ORCA) must be completed in the SAM database at the time quotations are submitted. INSTRUCTIONS TO OFFERORS: The vendor shall provide a price quote for ALL items outlined in Section C, "Statement of Need" and provide an overall Firm-Fixed-Price amount for CLIN 0001 for the base period and CLINs 1001 for option period 1. Offerors must also submit an authorized reseller letter/certification to be eligible for award. A vendor's failure to submit all proper documentation requested in the RFQ will NOT be considered for award. Please see the RFQ attachment.
