Pre-Solicitation Notice Please read this entire notice carefully. W9124C-17-R-0012 Soldier Support Institute (SSI) at Fort Jackson is seeking a Non-personal services contract to provide GFEBS sustainment training integration and strategic plans that address the US Army Learning Model (ALM) which is contained within TRADOC Pam 525-8-2, US Army Learning Concept 2015, (ALC 2015). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The North American Industry Classification System (NAICS) code is 611710 and the size standard is $15 million. All firms or individuals responding must be registered with the System for Award Management (SAM). The contracting office at Fort Jackson intends to issue this solicitation under full and open competition after a total set aside for Women-Owned Small Business (WOSB). The entire solicitation will be made available on Federal Business Opportunities Web Site at http://www.fedbizopps.gov on or after 5 June 2017. All responsible sources may submit a proposal upon release of the solicitation. Due date for the proposal is anticipated to be within 30 days upon issuance of the solicitation. Paper copies will not be available. You may download the solicitation and email your proposal in. The contractor shall provide all personnel, equipment, supplies, transportation, tools, facilities, materials, supervision and other items and non-personal services necessary to perform training and strategic concepts and integration thereof and other similar duties in support of the United States Army Soldier Support Institute (SSI) and the United States Army Financial Management Command's (USAFMCOM) training missions to include multi-functional capability (i.e., Financial Management subject matter expertise) and as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. Background: In 1990 the Federal government issued a Congressional mandate, the Chief Financial Officers Act, ordering Federal agencies to centralize their finance systems to better account for their spending. In 1996, the government issued the Federal Financial Management Improvement Act (FFMIA), enabling the advancement of Federal financial management by requiring that Federal financial management systems provide accurate, reliable, and timely financial management information to the government's managers. The General Fund Enterprise Business System (GFEBS) is the Army's financial information technology (IT) system response to these mandates, which is in concert with the DoD's Business Transformation Agency (BTA). GFEBS, consolidates several accounting and financial management systems. When coupled with the Army's Logistic Management Program (LMP) and integrated into BTA's enterprise initiatives, Standard Financial Information System (SFIS), Business Enterprise Information System (BEIS) and the Integrated Personnel Pay System-Army (IPPS-A), GFEBS is expected to provide the nexus to achieve a clean audit report mandated by the Congress. Additionally, GFEBS consolidation will give the Army and Defense Department officials a view of how money is disbursed and will also feed vital, up-to the-minute information to senior civilian and Army leadership. This is a follow-on requirement currently awarded under contract number W9124C-14-C-0015. Objective: The FMS requires subject matter expertise to strategically integrate the concepts contained within ALM in all FMS curricula. This expertise will be the FMS' onsite resident expert for the application of ALM concepts and will facilitate bridging the gap between the traditional methods of training and the future methodologies using new technologies as they become available. The Contractor shall deliver plans/blueprints with multiple options on how the FMS should approach the application of ALM to an Actionable Training Strategy for the Army Financial Management School's training products, with a primary focus on GFEBS sustainment training. Analysis products will include requirements and implications of each of the domains within the DOTMLPF-P (Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities and Policy) construct as appropriate. The strategic integrator is charged with developing innovative, integrated, resource-informed, and outcome-based plans and solutions for advancing the FMS training products to meet ALM 2015 to the greatest degree, yet within our expected means. By fully synchronizing the FMS training strategy with ALM, the FMS will achieve its objective of producing superbly trained, educated, adaptive and agile Military & Civilian FM Warriors. Key areas to be addressed include: a. Modernize and modularize FM training IAW TRADOC Pam 525-8-2. b. Increase the flexibility of school programs to provide training for FM Soldiers, Civilians and teams when and where the need occurs, rather than when a course is scheduled. c. Develop computerized job aids where appropriate. d. Increase the quality and quantity, and variety of training products available for use by the Operating Force (e.g., WTSPs, ATPs). e. Ensure availability of training products to Financial Managers (CMF36 and CP11) preparing to conduct operations, mobilizing and deploying. f. Synchronize FMS training strategy with ALM to produce superbly trained, educated, adaptive and agile Military & Civilian FM Warriors. g. Ensure ALM-integrated FMS curricula support Army FM Optimization (AFMO). h. Actively participate as a member of AFMO on behalf of the commandant and make recommendations that impact Doctrine, Organization, Training, Materiel, Leadership & Education, Personnel, Facilities and policy (DOTMLPF-p). i. Document (as needed) FMS strategy ISO AFMO and/or AOC 2025. j. Ensure ALM-integrated FMS curricula support Critical Task Site Selection Board (CTSSB) tasks. k.USAFMCOM Business Process Development on behalf of the Deputy Assistant Secretary Army (Financial Operations (DASA-FO)). l. Represent the commandant and participate as a member of the Military Pay Transition Planning Team; document as necessary m. Monitor distributedLearning (dL) development completion of nine GFEBS online courses and deliver the associated STRATCOM for enterprise-wide release. The estimated period of performance is one (1) base year of twelve (12) months and two (2) 12-month option years.
