Description
Justification for Other Than Full and Open Competition The Transportation Security Administration (TSA) intends to award a sole source action for an extension to the current lease at the Greater Rochester International Airport (ROC), Rochester, NY. This extension shall be for a term of one (1) year, using other than full and open competition beginning on 07/01/2017 through 06/30/2018. This justification applies to all TSA continuing need requirements for support and administrative work spaces that are required to be on airport property at the Greater Rochester International Airport (ROC). TSA space must be located on-airport in order to effectively and efficiently carry out its mission in direct airport support of the airport screener workforce and administration staff supporting aviation security and other airport functions. The Government requires office and related space yielding a minimum of 445 Rentable sq. ft. The space must be located on-airport, in terminal, at the Greater Rochester International Airport (ROC). The lease shall include all services, supplies, utilities, facilities maintenance and partitioning as part of the rental consideration. Additional requirement includes the ability to securely house a 24 hour operation within the space. The Government may consider alternative space if economically advantageous; otherwise the Government intends to pursue a sole source acquisition. All offerors should be aware that the Government will consider the cost of relocation, alterations, etc., when deciding whether it should relocate. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination to not compete this proposed procurement action, based upon responses to this notice, is solely within the discretion of the Government. TSA will not reimburse for any costs incurred by interested parties to provide a notification of interest and/or capability statement in response to this posting. To submit a location for inspection, contact this office by Friday, June 23, 2017. (Submissions by other than the owner or manager of a property must be accompanied by a letter from the owner granting permission to make a general offering of the space.) WRITTEN EXPRESSIONS OF INTEREST MUST INCLUDE THE FOLLOWING: Building Name and Address,Building Name, and Address, Rentable and Usable Square Footage, Fully Serviced Rental rate and Common Area Factor, available parking and Building Floor plans. Interested parties should send this information in writing, via email to Tasha.Hill@tsa.dhs.gov by the date specified above. It is the offerors responsibility to ensure receipt by the Government.
