Description
Federal Business Opportunities Information Date: 2017 May 24 SOLICITATION NO. W9128F-17-B-0008 On or about 15 June 2017, this office will issue Invitations for Bids for construction of the Replace Intake Motor Controls, Oahe Dam, SD. The solicitation will close on or about 17 July 2017. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. A site visit date and time will be issued with the advertisement package. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See ‘Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) This project is being performed on the intake gates at the Oahe Dam intake structure. The Oahe intake structure consists of a concrete superstructure with seven intake gates, bulkheads, trash racks and drop inlet shafts to penstocks that carry water to the power plant. The purpose of this project is to replace the electrical components of the intake gate controls. The main features of the work includes: motor controllers, limit switches, pushbutton stations, circuit breakers, safety interlocks and wiring. Additional requirements include programmable logic controllers with gate emergency lower bypass switch, encoders, and additional monitoring features for arc flash safety requirements. The components shall be purchased, assembled in new cabinets, and tested off-site by the contractor. The equipment shall then be transported and installed on-site. Installation is primarily in the intake structure with some components located in the power plant. The installation is dependent upon the power plant outage schedule, which is typically single unit outage during March-May and September-November of each year. Coordination with other ongoing projects that require outages will be needed. The old components shall be removed and disposed of at contractor expense. The estimated construction cost of this project is between $500,000 and $1,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 270 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
