This is not a solicitation or request for competitive proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for the feedback provided. No solicitation document exists or is guaranteed to be issued as a result of this Special Notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any feedback submitted, and the Government will not reimburse respondents for preparation of the response. Response to this Special Notice is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The CALS FC-ACS program is issuing this Special Notice to receive feedback from industry regarding the attached Draft Performance Work Statement, DRAFT Performance Specification (PSpec), and all attachments included in the Attachment List for the CALS FC-ACS. Submission Instructions: All comments to this Special Notice must be received by 3:00PM EST on 15 June 2017. Submission shall: 1. Use Microsoft Word or Adobe Portable Document Format (PDF). 2. Shall be emailed to the three email addresses provided below: Brian.e.Mazen.civ@mail.mil OBJECTIVE: The CALS FC ACS is intended to provide field confirmatory-level l analysis capabilities to support the identification of chemical, biological, and radiological (CBR) materials in environmental samples. CALS integrates a common suite of commercial-off-the-shelf (COTS) and government-off-the-shelf (GOTS) components into transportable/mobile platforms. Information produced by the system will assist commanders or the local authority with managing/mitigating the effects of a CBR attack or disaster. The use of a common suite of components and analytical protocols streamlines technical documentation and training support packages for each field analytic unit. It will also standardize the required spare components, repair parts, consumables and supplies, and the general laboratory design for each end user. This commonality in turn reduces the total life cycle costs for the Department of Defense (DoD) and promotes interoperability among the end users. In 2006, the U.S. Army sponsored a Deployable/Mobile Analytical Laboratory Integrated Concept Development Team (ICDT). This ICDT recognized the need for analytical lab standardization and commonality. Subsequently, the Joint Requirements Office - Chemical Biological, Radiological, and Nuclear (CBRN) Defense conducted a Capabilities-Based Assessment (CBA) capturing the relevant Field Analytical (FA) capabilities and gaps from Joint Functional Analyses for Chemical Biological Defense and Consequence Management. This led to the generation of a CBRN Field Analytical (FA) Initial Capabilities Document (ICD). Concurrently, the JPEO-CBD recognized the need for a common acquisition approach to contain life cycle management costs and provide improved modular field analytical performance. The Joint Product Manager, CBRNE Analytics and Response Systems (JPdM CBRNE A&RS) is developing the Common Analytical Laboratory System (CALS) in response to these needs. The CALS is an ACAT-III acquisition program, anticipated to be accomplished with an incremental approach. The Government anticipates that this will be a DO-9 Defense Priority Rating System (DPAS) rated order. The objective for the FC ACS P&D requirement is for the procurement of equipment for each capability set, assembly of each capability set, procurement of two (2) years of supplies for each fielded capability set, New Equipment Training (NET), development and delivery of samples to conduct training to support Multi-Service Operational Test and Evaluation (MOT&E), and support for MOT&E, to include providing consumables and supplies. The CALS FC-ACS Technical Data Package (TDP) is an export-controlled document in accordance with the Arms Export Control Act (Title 22, U.S.C., Sec 2751 et seq.). As such, only vendors authorized to receive export-controlled information will receive access. If a solicitation is released, the restricted access will apply. The TDP is only accessible to authorized vendors, through Federal Business Opportunities under this Special Notice.
