- The John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a competitive Request for Quotation (RFQ) in accordance with FAR Part 13, Simplified Acquisition Procedures (SAP). The Volpe Center has a requirement sponsored by the Federal Railroad Administration (FRA) to examine the crashworthiness and structural integrity of railroad equipment for commodity transport of liquefied natural gas (LNG) and tenders used to carry and supply LNG as a fuel to adjacent locomotives. The purpose of this effort is to measure and map the material failure envelope for the stainless steel used in cryogenic tanks, to develop closed-form algorithm for calculating tank rupture load, and to develop scale-model test conditions for measuring tank rupture load. A complete statement of work will be set forth in the Request for Quotation (RFQ). RFQ issuance will be on or about June 08, 2017. The applicable North American Industry Classification System (NAICS) code for this requirement is 541712 and the small business size standard is 1000 employees. A firm fixed priced purchase order is anticipated. NOTE: All contractors must be registered in the System for Award Management (SAM) in order to receive an award from a DOT Agency. Contractors may access SAM at www.SAM.gov to register and/or obtain information about the registration process. Potential offerors are highly encouraged to complete the online provisions within the Representations and Certifications at the earliest within SAM and must be completed in order to receive an award from a DOT Agency. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs); The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
