Description
This is a Notice of Intent to Sole Source. Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of the Office of Human Resources intends to sole source to: Colonial Parking, Inc. 1050 Thomas Jefferson Street, N.W. Suite 100 Washington, DC 20007 This is a notice of intent to sole source contract with Colonial Parking, Inc. to procure four (4) unreserved parking spaces at offering facility located at 425 3rd Street, S.W. Washington, DC 20024. Colonial Parking, Inc. is uniquely and solely qualified to accomplish this requirement outlined below due to the location of needed parking spaces in the Capitol View Building where federal employees are employed. Colonial parking is the only parking facility within the building. The contract shall be for base and 3 option periods. Period of performance is as follows-- Base Year: 07/01/2017-06/30/2018; OY1: 07/01/2018-06/30/2019; OY2: 07/01/2019-06/30/2020; OY3: 07/01/2020-06/30/2021. Colonial Parking Inc., can comply with the following technical requirements: • Colonial Parking can provide unreserved parking spaces in a covered and fully secured structure. • The offering facility (location #665 at 425 3rd Street, S.W. Washington, DC 20024). • Permit holders will have access to the facility twenty-four (24) hours per day, seven (7) days a week (including holidays). • Parking spaces will be individual spaces. • Colonial will have available spaces each month for increases in utilization of unreserved spaces. • The facility will be monitored by a garage attendant, at a minimum, between the hours of 5:00 am and 7:00 pm (Monday - Friday); (Saturday and Sunday - closed.) • Parking structure has a clearance of 6'6" in height. • Colonial will issue parking stickers that will be required to be displayed in front window shield. • Any lost or replacement sticker will be replaced by Colonial, however, employee(s) assigned to a lost/stolen/damaged sticker, is fully responsible for the replacement fee of $10.00. At no time, will this fee be included in the contract. • Parking area will be kept clean and maintained at all times. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
