Description
SALIENT CHARACTERISTICS This Request for Information (RFI)/Sources Sought is issued solely for information and planning purposes. It does not constitute an Invitation for Bid, Request for Proposal, Solicitation, or a Request for Quote or a promise to issue any of the above mentioned in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC) is not at this time seeking proposals. The purpose of this notice is to conduct market research to identify qualified and interested sources that could provide the items stated in the draft salient characteristics. The Government is currently seeking vendors who can provide all three items. Teaming agreements will be accepted. All businesses, large and small, capable of providing the items that meet the requirements as indicated on the attached salient characteristics are encouraged to respond to this notice. The information requested by this notice will be used within DHS to facilitate decision-making and will not be disclosed outside the agency. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to the RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. All information received in response to this RFI is voluntary and will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. When available, any resultant pre-solicitation notice and solicitation may be posted at this website: https://www.fbo.gov/. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. The contract's expectant period of performance will consist of one (12) month base ordering period followed by four (12) month optional ordering periods. All requirements provided are for informational purposes and subject to change at the discretion of the Government if and when a solicitation is provided to industry. The Government considers information on market capabilities, common industry standards, commercial terms and conditions and latest technological advances to be helpful. This request is to gather information from interested parties and is deemed essential as part of our collaborative and deliberate acquisition planning process. The FLETC requests the following information from potential sources: • Company name, DUNS number, street address and a point of contact with phone number and email address; • If you have a current GSA contract for the related items, please provide the GSA Schedule Number and the NAICS code that applies. • Business size, large or small business, and if small indicated what type of small business concern (e.g. HUBzone, Woman-Owned, 8(a) Disadvantaged, etc.). • Are you registered in the System for Award Management (SAM) with the purpose of registration as being able to receive all awards? If not, be aware that the SAMS record includes other than "all awards" in the purpose of registration, the Government will not be able to make award to your firm. In addition, you must complete the representations and certifications section of the SAM registration. • Provide a brief capability statement (not to exceed 15 pages excluding brochures, pamphlets, catalogs and website information) that individually addresses the items required as stated in the draft salient characteristics. (a) Do you currently provide supplies to other Government agencies (to include Federal, State, and local) for similar items identified in this RFI? If so, were any of the items procured in accordance with FAR Part 12, Acquisition of Commercial Items? Please provide agency name, point of contact information and contract number, if possible, regardless if FAR Part 12 was utilized. (b) Is your firm able to provide all three items? If not, what items are you able to provide? (c) Does your firm have any other additional information the Government should consider in developing clearer salient characteristics for the described items. Please feel free to provide any comments or suggestions. (d) What purchasing behaviors add to your cost of doing business with the federal government? Are there government operating practices that could be changed to reduce your costs and therefore allow you to offer lower prices? (e) How can we best streamline the evaluation process and lower your proposal costs? Respondents wishing to reply to this RFI should submit information listed above no later than June 08, 2017, 4:30 PM, Eastern Standard Time.
