- Combined Synopsis/Solicitation - HM0476-17-R-0029 Activity Based Intelligence (ABI) Training Program Support. This combined synopsis/solicitation for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HM0476-17-R-0029 is being issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The Government is not liable for any costs incurred by the Offerors in submitting a proposal in response to this solicitation. The National Geospatial-Intelligence Agency (NGA) has a requirement for detailed, analytic scenarios for integration into the current and future learning solutions that support the National Geospatial Intelligence College's (NGC) Activity-Based Intelligence (ABI) training program. The anticipated period of performance for the Firm Fixed Price contract is from 17 July 2017 to 16 July 2022: which includes a twelve (12) month base year and four (4) twelve (12) month option years. The anticipated contract type is Firm Fixed Price. The Government intends to award a single contract resulting from a 100% Woman-Owned Small Business Set-Aside. This competition will be in accordance with FAR Part 12 in conjunction with FAR Part 15. Offerors shall confirm that no Organizational Conflict of Interest (OCI) exists. Offerors are instructed to contact only the Government Contracting Office point of contact (POC) in connection with any aspect of this procurement prior to contract award. Contact with any other Government official except the Contracting Officer (CO) or Contract Specialist, or without the CO's express consent, concerning this solicitation may result in disqualification of the vendor from consideration for award. Your company is required to register and complete all information, certifications and representations in the System for Award Management (SAM) at time of proposal submission. The proposal is expected to include information as required in RFP section K (FAR 52.212-3). The RFP and attachments will be available to interested parties, along with any amendments issued, solely on the Unclassified IC Acquisition Research Center (ARC 2.0) at https://arc.westfields.net/ to provide equal access to information for all potential offerors. New users of the ARC must first register (using the "Create New Account" button on the Web page) and obtain a user identifier and password to use for login at the site. Once registered and logged in at the ARC 2.0, a user can click and select the "ABI" effort ARC webpage under "Current Efforts". For ARC 2.0 Technical Questions? Please click on the "Contact Us" link in the top right corner of the ARC 2.0 home page. No paper copies of the solicitation will be furnished. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Important deadline dates: The submission deadline for questions is 5 June 2017 by 10:00 AM (ET). All questions (and their answers) are anticipated to be posted on the Unclassified IC ARC website to provide equal access to information for all potential offerors. Any revisions to documents resulting from the questions will be provided by amendments to the solicitation. The Past Performance volume is due no later than 19 June 2017 by 10:00 AM (ET). All other volumes are due on 26 June 2017 by 10:00 AM (ET).
