- Statement of Work THIS IS A REQUEST FOR INFORMATION (RFI) IAW FAR 15.201(e). This notice is strictly for market research and planning purposes and does not constitute a request for proposal, quote, or invitation for bid, nor does its issuance in any way restrict the Government to its ultimate acquisition approach. No award will be made based on this information and the Government will not pay for any effort expended in responding to this notice and any other follow-up information requests. The purpose of this RFI is for the Department of Education, Federal Student Aid (FSA) to gain knowledge of responsible small business concerns with the capability and interest in providing Fraud Referral and Analysis services as specified in the attached draft Statement of Work (SOW). The NAICS being contemplated for this potential acquisition is 541611 "Administrative Management and General Management Consulting Services." The small business size standard is $15 million. FSA is requesting only current small businesses concerns submit a Statement of Capability that demonstrates their experience in providing support services specified in the attached draft SOW. The Capability Statement shall include two to three past work projects, which effectively outlines any federal government experience as well as any state government or commercial experience for the same or similar work performed, within the last two to three years. Include a brief description of the work provided, in terms of scope, complexity and magnitude; state the total contract dollar value of the efforts; and provide points of contact information for references such as names, phone numbers and email addresses. For Government references please provide the contract number and respective names of the Program Manager (PM), Contracting Officer's Representative (COR) and Contracting Officer (CO). If responding small businesses have a GSA schedule where they perform this type of work, please provide the GSA Schedule number. A cover sheet shall be included with the firm's full legal name, address, DUNS, Cage Code, and primary point of contact with telephone number and email address. If a small business concern is also certified under a socioeconomic category that category shall also be listed on the cover sheet. Statement of Capabilities shall be submitted via electronic mail to Joyce Bettis at Joyce.Bettis@ed.gov and Shauntynee Penix at Shauntynee.Penix@ed.gov by 12:00 p.m. (Eastern Standard Time) on June 12, 2017. The subject line of the emails shall be RFI Fraud Referral and Analysis. Please provide a relevant company point of contact for any subsequent exchanges regarding this RFI.
