Description
The Air Force is seeking 8(a), HUBZone, Woman-Owned (WOSB), Economically Disadvantaged Woman-Owned (EDWOSB), Service Disabled Veteran Owned Small Business (SDVOSB), or Small Business (SB) sources for construction of a new research and test facility. This is a Sources Sought Notice and is not an Invitation for Bid (IFB). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided to the Government as a result of this Sources Sought Notice is voluntary. Responses will not be returned. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from responses to this notice may be used in the development of an acquisition strategy and future IFB. If adequate responses are not received, the acquisition may be solicited on an unrestricted basis. This Sources Sought Notice is for planning purposes only. GENERAL SCOPE: The Air Force Research Laboratory (AFRL), Information Directorate, Rome, NY is seeking capable sources to renovate an existing information and communications technology laboratory and research facility. The nature of work will require coordination of several construction elements typical of commercial construction, including, for example, mechanical, electrical, and carpentry. The project consists of work including but not limited to: 1. Renovation of existing building B1624 to the extent as indicated on the Contract Drawings. 2. Abatement activities prior to demolition. 3. Building envelope work, including roofing, windows, doors and exterior cladding. 4. Site development for the construction of new entry vestibule windscreen structure. 5. Site restoration following exterior work. SIZE STANDARD: The North American Industry Classification System code for this procurement is 236220. For reference, the small business size standard is $36.5 Million in average annual revenue over the past three years. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, that they must perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees. RESPONSE PROCEDURES: Prime contractors who are 8(a), HUBZone, Woman-Owned (WOSB), Service Disabled Veteran Owned Small Business (SDVOSB), or Small Business (SB) concerns and who intend to submit a bid for this notice MUST submit the following by 3:00 p.m. EST, xxxxx 2017: (1) a positive statement of your intention to submit a bid for this notice as a Prime Contractor; (2) a positive statement of your ability and intention to comply with FAR 52.219-14, Limitations on Subcontracting; (3) dated letter or certification from the appropriate competent jurisdiction that evidences 8(a), HUBZone, WOSB, EDWOSB, and/or SDVOSB participation and/or certification such as SBA certification letter or other evidence. (For more information on the definition or requirements, refer to http://www.sba.gov.); and (4) Evidence of experience within the past three (3) years as prime contractor performing work similar in magnitude and scope to the work described in this notice. Information for work cited above to include: a) Project description detailing the size, scope, complexity, phasing plan, planned and actual budget, and planned and actual schedule. b) Contract numbers, project titles, dollar amounts, points of contact, and contact information. c) Description and quantification of work performed by subcontractors. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested 8(a), HUBZone, WOSB, SDVOSB, or SB concerns. Failure to submit all information requested may result in a contractor being considered ‘NOT INTERESTED' in this requirement.
