- Limited Source Justification_Redacted The proposed acquisition is for two (2) Environmental Temperature Monitoring Systems; one for United States Naval Hospital Okinawa and one for Naval Medical Center Portsmouth. The system for US Naval Hospital Okinawa shall be capable of providing continuous environmental monitoring of refrigerators, freezers, walk-in's, incubators, and workspace rooms located in various departments throughout United States Naval Hospital (USNH) Okinawa, Branch Health Clinic (BHC) Schwab, BHC Hansen, BHC Kinser, BHC Bush (Camp Courtney), BHC Futenma, and BHC Evans (Camp Foster). The system shall be an expansion of the environmental monitoring system currently installed at the Blood Bank at USNH Okinawa. The system for Naval Medical Center Portsmouth (NMCP) shall be capable of providing continuous environmental monitoring of refrigerators, freezers, walk-in's, and workspace rooms located in various departments throughout NMCP, BHC Virginia Beach, BHC Chesapeake, Naval Station Norfolk, BHC Yorktown, Norfolk Naval Shipyard, BHC Oceana, BHC Dam Neck, BHC Northwest, and BHC Boone. The system shall be a fully compatible expansion of the environmental monitoring system currently installed at NMCP. The system shall be compliant with the regulations and standards of the Food and Drug Administration (FDA), Clinical Laboratory Improvement Act (CLIA), the College of American Pathologists (CAP), the American Association of Blood Banks (AABB), and Joint Commission Standard PC.17.10.6-8. The system shall be capable of transmitting data via wire and wirelessly from remote sensors. The system shall include a means to access and monitor data from any system sensor using any system workstation within a facility, or via a web interface. The system shall include a means to create and manage department level access. The system shall be capable of generating notifications of out-of-range conditions using the following methods: audible and visible alarms, telephone, and email. The system shall include power outage alarms and battery backup. The system shall be capable of recording 7 days of readings in 5 minute intervals during a system communication disruption event. The system shall include a means of preventing false alarms due to temporary fluctuations arising from opening doors, etc. The system shall include voice over IP (VOIP) services.
