Description
Synopsis: Request for Information (RFI): Naval Air Systems Command (NAVAIR) is requesting information from potential qualified sources regarding the procurement of a C-40A aircraft CFM International, CFM56-7B24E engine. This RFI shall serve as an opportunity for contractors to evidence their capabilities to provide C-40A aircraft engine to the U.S. Navy. If a formal solicitation is generated at a later date, a solicitation notice will be published. DISCLAIMER THIS REQUEST FOR INFORMATION IS FOR PRELIMINARY PLANNING PURPOSES ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE U.S. GOVERNMENT FOR ANY PURPOSE OTHER THAN MARKET RESEARCH. FURTHERMORE, THE GOVERNMENT IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS AT THIS TIME. THE GOVERNMENT IS IN NO WAY LIABLE TO PAY FOR OR REIMBURSE ANY COMPANIES OR ENTITIES THAT RESPOND TO THIS ANNOUNCEMENT. NO CONTRACT SHALL BE AWARDED FROM THIS MARKET RESEARCH. REQUIRED CAPABILITIES The Government requires the CMF56-7B24E engine consistent with the existing C-40A fleet. The engine must be new, defined as being delivered with no operational time, except for hours due to test cell operation. The CMF56-7B24E engine is certificated for the C-40A and is required to maintain configuration consistency with the three aircraft that have already been delivered. Qualification shall be based upon information that indicates contractors who possess existing capability for the supplies and services listed in the above paragraph. Claims of existing capabilities must be substantiated. REQUESTED INFORMATION NAVAIR requests that companies respond by submitting: 1) Company Name, Address, Point of Contact, CAGE code, company size (Small or Large according to the NAICS and size standard listed). If categorized as a small business, specify whether the company is or is not each of the following: (a) Service-Disabled Veteran Owned Small Business (SDVOSB), (b) HUBZone Small Business, (c) 8(a) Concern, (d) Woman-Owned Small Business, (e) Economically Disadvantaged Woman-Owned Small Business 2) A summary outline and capabilities statement showing contractor ability to perform work as described in the above Required Capabilities section. 3) Data to substantiate capabilities and other information as determined by the vendor 4) If you have a current contract vehicle with a Government agency for this effort, please provide the contract number and POC for the contract. Please limit your response to 5 printed pages. Please provide you response electronically via email to the POC identified below. The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services. This announcement is NOT a Request for Proposal, nor shall the Government pay for any information/items submitted in response to this synopsis. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. If a draft and/or solicitation are released, it will be synopsized on the Federal Business Opportunities website located at http:www.fbo.gov. It is the potential offer's responsibility to monitor these sites for the release of any follow-on information. No phone or email solicitation with regard to the status of the RFI will be accepted. This RFI is for market research only.
