Description
* AMENDMENT 0004 * To address various questions regarding Amendment 0003, MCC offers the following supplemental clarifying information: MCC's intent is to solicit for both the BPAs and the first two call orders (Cabo Verde and Mongolia) simultaneously. Separate statements of work (SOWs), deliverables, and evaluation criteria will be established for the BPA and each individual call order and separate evaluations will be conducted for each award decision - the BPAs and the two orders. Vendors may be awarded a BPA even if they are not selected for one of the first two call orders. The SOWs for the first two countries are expected to be very similar to the draft SOW that was posted in the original announcement. Future requirements - such as those in the other countries that were discussed at the Industry Day - will be solicited competitively under the established BPAs at a later point in time (most likely early FY18). Vendors interested in responding to one of the first two call orders (or future call orders) will need to submit an offer for the BPA as well as the individual country/countries they want to bid on. In the initial solicitation, MCC will request separate offers for the BPA, the Cabo Verde requirement, and the Mongolia requirement; this will permit an independent evaluation of each offer. MCC's anticipated solicitation release timeframe is early June 2017 (i.e., within the next few weeks). ==================================================== * AMENDMENT 0003 * The Millennium Challenge Corporation (MCC) has revised its planned procurement strategy for the Multi-Country Roads Economic Analysis and Evaluation Services requirement from what was originally stated during the Vendor Collaboration Opportunity / Industry Day held at MCC premises on 18 April 2017. The new anticipated strategy is to issue a combined Request for Quotation in order to issue multiple Blanket Purchase Agreements (BPAs) for all MCC Roads Evaluations, as well as to issue the first two Call Orders under the BPA for the Cabo Verde Roads Evaluation and the Mongolia Roads Evaluation requirements. A combined solicitation for BPAs (for all MCC Roads Evaluations) and for BPA Call Orders for Cabo Verde and Mongolia Roads Evaluations is currently not available. Admittance to MCC will begin at 9:30 a.m. To register, please complete the registration form at www.eventbrite.com (https://www.eventbrite.com/e/mcc-vendor-collaboration-opportunity-transport-evaluations-industry-day-registration-33317376169) by April 10 2017 ; each individual must register separately and must indicate whether they intend to attend in person or online. While there is currently no limit on the number of representatives a vendor may send, MCC reserves the right to limit the number of on-site participants based on capacity constraints. However, there will be a WebEx link for those unable to participate in person. There is no registration fee for this event. A Draft Statement of Work (SOW), Deliverable Table, Personnel Qualifications, Evaluation Criteria, Data Collection Quality Protocols and Country Specific Context annexes are attached for review prior to the event. Vendors should submit all questions via email to David F. Fuller at fullerdf@mcc.gov and Jacqueline H. Naranjo at naranjoj@mcc.gov by no later than April 10, 2017. MCC will address the most pertinent questions during the industry day. There will also be a mechanism for submitting questions anonymously during the event. MCC's intent is to award six (6) stand-alone contracts as a result of this requirement - one for each country in which an evaluation is required. As part of the event, MCC intends to solicit input from industry on issues such as: • Sequencing of awards (i.e., impact of awarding some countries before others); • Price considerations; and • Draft evaluation criteria. MCC believes that the key to success for this requirement is forming strong partnerships with a mix of sectoral (i.e., engineering/roads) and evaluation expertise. To encourage and facilitate partnering opportunities, MCC will post the list of attendees on FedBizOpps (FBO) after the industry day, in addition to all other written event materials. All contractors (large and small) that are interested in these Transport Evaluation requirements for prime and subcontracting opportunities are encouraged to attend this event. Please continue to monitor FBO for any amendments to this upcoming Industry Day Special Notice. Neither the planning nor the establishment of an Industry Day constitutes a Request for Proposal (RFP) or a Request for Quote (RFQ). No solicitation documents exist at this time. Participation in the Industry Day is neither mandatory nor is it a requisite to future participation by a contractor in any future Request for Quotation (RFQ) for these services. Please note that the Government will not reimburse participants for any expenses associated with their travel or participation in this event.
