GENERAL INFORMATION Document Type: Pre-Solicitation Solicitation Number: FA7000-17-R-0009 Posted Date: 25 May 2017 Acquisition: Unrestricted – Full and Open Competition NAICS Code: 315220 FSC Code: 8405 CONTRACTING OFFICE ADDRESS Department of the Air Force, USAF Academy – 10th Contracting Squadron, 10 CONS/LGCB, 8110 Industrial Drive, USAF Academy, CO, 80840 DESCRIPTION This is a pre-solicitation notice for the United States Air Force Academy (USAFA) Officer, Mess Dress, and Parade Uniforms. These uniforms shall be manufactured in accordance with USAFA specifications. The specifications for each garment will be included in the solicitation. This will be a single award, firm fixed price, requirements type contract. The proposed period of performance will include a base year period (1 October 2017 or date of award (whichever is later) through 30 Sep 18) and four (4) one-year options (1 Oct 2018 – 30 Sep 2019, 1 Oct 2019 – 30 Sep 2020, 1 Oct 2020 – 30 Sep 2021, and 1 Oct 2021 – 30 Sep 2022). The quantities listed below are estimated annual requirements. Required quantities will be provided by issuance of delivery orders. In the base year of the contract, additional amounts will be required for try-on garments and first article testing, as described in the solicitation. The Officer Uniforms consist of the following: · Officer Uniform Men’s Coat, Type I, Color Blue 1620, estimated quantity – 720. · Officer Uniform Women’s Coat, Type I, Color Blue 1620, estimated quantity – 210. · Officer Uniform Men’s Trousers, Type I, Color Blue 1620, estimated quantity – 1440. · Officer Uniform Women’s Slacks, Type I, Color Blue 1620, estimated quantity – 420. The Mess Dress Uniform consists of: · Mess Dress Uniform Men’s Jacket, Type I, Blue 1583, estimated quantity – 750. · Mess Dress Uniform Women’s Jacket, Type I, Blue 1583, estimated quantity – 240. · Mess Dress Uniform Men’s Trousers, Type I, Blue 1583, estimated quantity – 780. · Mess Dress Uniform Women’s skirts, Type I, Blue 1583, estimated quantity – 240. The Parade Uniform consists of: · Men’s Parade Coat, estimated quantity – 875. · Women’s Parade Coat, estimated quantity – 320. · Unisex Parade Bibber, estimated quantity – 3,000. The Government will issue Government Furnished Material (GFM) to the contractor to manufacture the outer-shell of the Parade Coats throughout the contract period of performance. The Government will also issue GFM to the contractor to manufacture the outer-shell of the Officer Coats, Trousers, and Slacks during the base year of the contract. The contractor will be responsible for procuring fabric to manufacture all other uniform items (Mess Dress uniforms, Unisex Parade Bibbers, and the Officer Uniform during option year periods). First Articles will be required in accordance with FAR 52.209-4, Alt I. Bar codes will be required for these uniforms in compliance with Code 39 or UPC Bar Code. The contractor will be responsible for providing try-on garments for this acquisition and they will become government property. Contractors interested in this acquisition must be certified through Department of the Air Force, Human Systems Center Clothing Division located at Wright Patterson Air Force Base, OH 45533-7009 for the Officer Uniform and Mess Dress Uniform. Certification must be obtained prior to submitting an offer. All items and components must be made and manufactured in accordance with DFARS 252-225-7001, Buy American Act and Balance of Payments Program and DFARS 252-225-7012, Preference for Certain Domestic Commodities (also referred to as the Berry Amendment). Delivery will be FOB: Destination to USAF Academy, CO 80840. The North American Industry Classification System Code (NAICS) is 315220 and the small business size standard is 750 employees. This acquisition is unrestricted. It is anticipated the solicitation will be issued electronically on or about 16 June 2017 on the Federal Business opportunities (FBO) web page at http://www.fbo.gov. Due date for receipt of proposal will be indicated in the solicitation document when it is released. Once the solicitation is posted on FedBizOpps, it is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that paper copies of documents will not be provided. Offerors must be registered with the System for Award Management (SAM) or may not be considered for award. Registration can be accomplished at https://www.sam.gov. As of 1 January 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. The following evaluation criteria will be used to evaluate offers: · Price · Past Performance · Technical Information 5352.201-9101 OMBUDSMAN (JUN 2016) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
