- This is a pre-solicitation notice. Background: The U. S. Department of the Interior, Bureau of Land Management (BLM), Amarillo Field Office, operates a 310-Billion Cubic Feet (Bcf) gas storage reservoir that contains approximately 8 Bcf of injected Government and privately owned helium in a partially depleted natural gas field. The gas field contains 29 wells, which include 18 withdrawal wells, 6 injection wells, and 5 observation wells. The storage reservoir is located approximately 15 miles northwest of Amarillo, Texas at the Cliffside site. A 425-mile crude helium gas transmission pipeline connects private grade-A and crude helium production plants to the storage reservoir. The contractor shall provide management, personnel, equipment and any other items necessary to perform engineering consulting services. DOI BLM intends to issue a firm-fixed unit price, Single Award, Indefinite Delivery, Indefinite Quantity contract for engineering consulting services with a base and five (5) option periods. This procurement will be a 100% small business set-aside under NAICS Code 541330, Engineering Services with a size standard of $15,000,000.00. The primary place of performance will be at the contractor ¿s facility, the Contractor may be required to conduct site visits to the BLM Amarillo Field Office during the performance of this contract. All interested vendors may submit a proposal which shall be considered by BLM. Solicitation L17PC00473 estimated issuance date will be June 12, 2017 with a closing date of July 12, 2017. These dates are estimated dates and may be adjusted dependent upon the official release of the solicitation. The solicitation will not close prior to the annotated closing date. No paper copies will be issued. Interested vendors shall access solicitation through FedConnect (www.fedconnect.net) and/or Federal Business Opportunities (www.fbo.gov) websites. Interested vendors are responsible for monitoring these sites for release of the solicitation package and potential amendments.
