Description
The Bureau of Reclamation intends to negotiate for a contract with a base year and two option years on a sole source basis with Systech Water Resources, Inc. for Technical Support for the Lower San Joaquin River Real-Time Salinity Management under the authority of FAR 13.106-1. This requirement includes technical support for real-time forecast modelling; upgrade of the Wateshed Analysis Risk Management Framework (WARMF) graphical user interface, data analysis of the river seepage losses and update of simulation engine; refinement of WARMF catchment boundaries; and document WARMF application. A sole source justification has been prepared in support of this acquisition. Firms believing they can provide these supplies or services above must provide a written capability statement to the Contracting Officer with supporting evidence that demonstrates the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the direction of the government. Information received in response to this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement or not. Responses should be emailed to the Government point of contact for this acquisition at dseggay@usbr.gov. Responses should include: 1) Company name, address, DUNS number, and point of contact. 2) Identify business size in accordance with NAICS Code 54151 (size standard $27.5Million). 3) Information that would demonstrate your capability to satisfy this requirement.
