- The US Geological Survey (USGS) has a requirement for a firm-fixed price Purchase Order (PO) to Vista Clara Inc., a developer and manufacturer of advanced nuclear magnetic resonance (NMR) technologies for groundwater, mining, and environmental investigations. The PO is for the USGS Office of Acquisition and Grants requirement for equipment upgrades to the USGS “owned Vista Clara Javelin borehole nuclear magnetic resonance (NMR) system (USGS property number ########). Delivery required 30 days from date of order. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Vista Clara Inc. unless it is contacted by any vendor who believes they have similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Chris Kuhn, via email at ckuhn@usgs.gov no later than 12:00 PM EDT, Friday, June 2, 2017 with an affirmative answer. Brand Name Justification States the Following Part: Vista Clara is the vendor who initially produced the existing USGS Javelin borehole NMR system. Vista Clara Javelin technology is proprietary, and therefore Vista Clara is the only vendor who is authorized and capable of performing the required upgrades to the existing system. The USGS has invested $###### in the initial purchase of the existing Vista Clara Javelin borehole NMR system, and has invested many months of labor time to train operators to utilize the system. In order to obtain competition for this requirement, the system would have to be replaced. Cost savings hoped to be achieved through competition would be far less than the replacement costs.
