Description
SPECIAL NOTICE: INTENT TO SOLE SOURCE The Department of Veterans Affairs, Office of Research and Development located at 1100 1st Street NE, Washington DC, 20001, intends to negotiate with Tremonti Consulting LLC, 42486 Belmont Gien Pl., Ashburn VA 20148-4318, on a sole-source basis pursuant to FAR 6.302-1 for the procurement of: Technology assessment and marketing services required by the Technology Transfer Program (TTP) is intended to develop and transfer VA inventions from the research laboratory to the public marketplace. This procurement is being conducted in accordance with FAR 6.302-1(b)(1)(i) (only 1 responsible source). The new work will be sole sourced as a logical follow-on to an original Federal Supply Schedule order. The original order was placed in accordance with the applicable Federal Supply Schedule Supply Schedule ordering procedures and was not previously issued under sole source or limited source procedures but was competed on GSA eBuy and a best value decision made with award to Tremonti Consulting LLC on 9/27/2012. It is imperative to the Office of Research and Development that consistency and continuity of efforts put forth by the current contractor be maintained for as long as possible. This effort to maintain consistency is based on the following facts: For any one invention, the following may be implemented; Contractor may perform an assessment, market comparable analysis, marketing implementation, and marketing plan. This process may cover the course of several years from start to finish due to the nature of patenting and licensing and invention commercialization protocols. The current contractor could potentially have 20 to 30 assessments/projects in progress. Ending the current contractor/VA relationship could be detrimental to ongoing patent and licensing efforts and cause loss of pending patents. The current contractor, at present, is required to build upon information obtained from previous projects they have performed. This prior information may be proprietary to the current contractor, and as a result, awarding to a new contractor could end with loss of this prior information thereby creating duplicative work efforts, incurring additional and unnecessary costs, and creating loss or delay of time needed to successfully move new assessments forward. The current contractor is familiar with the systems currently used by TTP, particularly the Technology Assessment Fast Track process. The contractors familiarization with this process helps expedite the time-sensitive decisions which need to be made. Fast-tracked inventions will not require any subsequent technology assessments, thereby supporting the importance of maintaining the VAs current relationship with this contractor. Not only is the Current contractor/VA relationship fully developed and valuable, the current contractor has also developed valuable relationships with potential affiliate and commercial supporters who are vital to bringing VA inspired inventions to fruition. In summary, continuing the current contractor/VA relationship would maintain patent protection and continue movement towards commercialization of both existing and future inventions in the most efficient, timely, and sensible way possible. This notice of intent is not a request for competitive quotes; however any responsible source who believes it is capable of meeting this requirement may submit a capability statement to the contracting office no later than Thursday, June 1, 2017, 1:00 PM ET. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
