- Description
- The Naval Air Systems Command (NAVAIR) intends to award a Firm-Fixed-Price (FFP) contract modification to Delivery Order 4038 under Basic Ordering Agreement (BOA) N00019-14-G-0004 on a sole source basis with Sikorsky Aircraft Corporation (SAC) in Stratford, CT. The effort is to add MH-60R scope for the H-60 IETM Viewer software and sustainment support in accordance with Aerospace and Defense Industries Association of Europe (ASD) / Aerospace Industries Association of America (AIA) S1000D Issue 4.1 and perform integration functionality testing. The scope of work will include working with Lockheed Martin Mission Systems & Training, Concurrent Technologies Corporation (CTC) and the Government to include delivery and implement Project-level Business Rules in compliance with S1000D Issue 4.1. This action is being awarded on a sole source basis to Sikorsky Aircraft Corporation in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." SAC is the prime contractor for the MH-60 aircraft and is the only known source with the knowledge, experience, expertise and proprietary technical data required to successfully perform these tasks. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
