- This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed price purchase order to Oberthur Technologies of America Corporation for the purchase of Homeland Security Presidential Directive (HSPD-12) PIV cardstock and personalization services. HSPD-12 PIV Cardstock and personalization services are peculiar only to Oberthur Technologies i.e. FIPS-201 approved Graphical Personalization service (central bureau printing service) and a FIPS-201 approved PIV card (smart card body and chip). The agency's MyID Card Management System runs only on the Oberthur Graphical Personalization service for centralized printing functionality. To comply with HSPD-12 guidelines SSA must maintain cardstock for credential replacement, which occurs every three years for certificate and biometric renewal, lifecycle replacement, and event-driven replacement (i.e., lost stolen, forgotten, compromised and damaged cards). Without cardstock, SSA cannot comply with the HSPD-12 guidelines. SSA provides approximately 30,000 HSPD-12 credentials to SSA employees and contractors per year. Each card is based on a three year active life on Entrust Electronic Certificates. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Responses should be submitted to Jameka.Anderson@ssa.gov by 1:00PM ET on May 26, 2017. Respondents shall reference "3347-17-1008" in their response. If SSA does not receive an acceptable response to this announcement by May 26, 2017, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Oberthur Technologies of America Corporation as the only source and a purchase order will be issued without any additional notices being posted.
