Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 Background: The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing a Spectrograph and Camera for Ultrafast Nonlinear Spectroscopy in support of the Physical Measurements Laboratory (PML) for the Radiation Physics Division at NIST. The Spectrograph and Camera for Ultrafast Nonlinear Spectroscopy Will be used is to be used for multiphoton and multidimensional spectroscopy that requires measurement of the spectrum of broadband transmitted or scattered light. For some experiments, the light source is quite weak, and for others, it is beneficial to rapidly modulate a pump beam or other parameter of the experiment and measure the change in probe spectrum. To enable both of these applications, a high speed, high sensitivity CCD camera is required After market research results are obtained and analyzed, minimum requirements specifications for the supply purchase will be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside. Requirements: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 1,000 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. The Engineering Physics Division (EPD) requires one (1) imaging spectrograph, one (1) high speed, high sensitivity camera, and one (1) software package that can control the spectrograph's wavelength and grating, and controlling and reading data from the camera. These items shall meet the following minimum requirements: 1.Imaging spectrograph, camera, and software system: •Must achieve a spectral resolution of 0.1 nm over the entire detector area, for a 20 µm entrance slit. •Must fit in a footprint of 18 inches by 24 inches, excluding cables and power supplies. •Must include a shutter, controlled and powered by the spectrograph or camera and controlled by the software and/or hardware. •Must include a wavelength calibration system. •Must include software for controlling the spectrograph's wavelength and grating, and controlling and reading data from the camera. 2.The Camera: •Must be at least 1600 pixels wide and at least 400 pixels high. •The pixel size must be 16±2 µm. •Must have dark current of 0.05 electrons per pixel per second or lower. •Digitization must be 16 bit precision. •Must have row of interest (ROI) selection and vertical and horizontal binning. •Must have quantum efficiency exceeding 90% at room temperature at 650 nm. •Must have an electron multiplication (EM) gain readout mode: oRead noise must be 75 electrons rms or lower at 8 MHz. oMust be capable of readout in spectral mode (one row) at 3000 frames per second or faster. oEM gain must be controllable in software. •Must have a low noise readout mode: oRead noise must be 5 electrons rms or lower at 100 kHz. •Must come with a flange for mounting the camera to the Imaging spectrograph. •Must have Gigabit Ethernet (GigE) output. •Must have an external trigger input to start acquisition. •Must have a digital output that signals when camera is exposing. 3. The Imaging spectrograph: •Must have two exit ports - one for the camera and one for a manual exit slit. •The size of the focal plane must be at least 6.4 mm by 25.6 mm, for both exit ports. •Must include an exit slit that has a micrometer for precisely setting the slit width. •Must have motorized exit port selection. •Must have a focal length of 300 mm or longer. •All optics should be reflective. •Must have mirror coating suitable for the wavelength range 400 nm to 1.5 µm. •Must have an entrance slit that is manually adjustable between 10 µm and at least 2 mm, with a micrometer for precisely setting the slit width. •Must have a three grating turret, with the grating selectable using the software. •Must have a scan range of at least 0 to 1500 nm. •Must have astigmatism correction. •Must have a wavelength accuracy of ±0.2 nm for a 1200 grooves per mm grating. •Must have a wavelength repeatability of ±0.01 nm for a 1200 grooves per mm grating. •Must include three gratings with the following approximate specifications: oOne with 300 grooves per mm, with a 500 nm blaze wavelength. oOne with 1200 grooves per mm, with a 500 nm blaze wavelength. oOne with 600 grooves per mm, with a 1000 nm blaze wavelength. 4. Software: •Must control the wavelength, selected grating, and exit port of the spectrograph. •Must control the camera readout mode, readout speed, and trigger mode. •Must read data from the camera at the highest frame rates at which the camera is capable of running. •Data acquisition must be controllable using LabVIEW and C#. Instruction to Responders: Companies that are capable of providing this Spectrograph and Camera for Ultrafast Nonlinear Spectroscopy are requested to email a detailed report describing their abilities to tracy.bisson@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: -Name of the company(s) that offers the required Spectrograph and Camera for Ultrafast Nonlinear Spectroscopy. In addition, provide a point of contact for the company(s). -Indication of number of days, after receipt of order that is typical delivery for the Spectrograph and Camera for Ultrafast Nonlinear Spectroscopy. -Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. -Interested vendors shall address the OEM parts country of origin. -Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
