THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. The United States Environmental Protection Agency (EPA) Office of Research and Development (ORD), requires contractor support to provide Graphics and Media (G&M) Support for ORD ™s Labs, Research Centers and Offices (LCO) across the country. ORD has seven national Labs and Research Centers: 1) National Center for Computational Toxicology (NCCT); 2) National Center for Environmental Assessment (NCEA); 3) National Center for Environmental Research (NCER); 4) National Exposure Research Laboratory (NERL); 5) National Health and Environmental Effects Research Laboratory (NHEERL); 6) National Homeland Security Research Center (NHSRC), and 7) National Risk Management Research Laboratory (NRMRL). ORD has five Offices: 1) Office of Administrative and Research Support (OARS); 2) Office of Program Accountability and Resource Management (OPARM); 3) Office of the Science Advisor (OSA); 4) Office of Science Information Management (OSIM), and 5) Office of Science Policy (OSP). Many of the Labs, Research Centers and Offices (LCOs) have multiple locations across the U.S. Some share facilities with other EPA Offices, and others are located in their own facilities. The following is a list of the current ORD locations where G&M support may be required: 1) Ada, OK*; 2)Athens, GA; 3) Cincinnati, OH*; 4) Corvallis & Newport, OR; 5) Duluth, MN*; 6) Edison, NJ; 7) Gulf Breeze, FL*; 8) Las Vegas, NV*; 9) Narragansett, RI*; 10) RTP, NC*and 11) Washington, DC. *Indicates contractor support required to take place on-site at EPA facility. The contractor shall prepare a variety of graphical products needed to support and enhance operations, presentations, and publications using the appropriate software and hardware tools. There may also be times, such as creating and printing posters for conferences, when there will be high volume as well as quick-turnaround requirements. Services provided shall include: 1) graphical design; 2) printing and publication; 3) multimedia authoring, editing and production; 4) video and photography production; and 5) technical writing, editing and documentation. The contractor shall provide ORD customers with a method for the submission and tracking of Work Requests (WR) for individual graphics and media support services. The Contractor shall submit draft workflow diagrams, Standard Operating Procedures (SOPs), and process documents for work requested and products created under this vehicle. It is anticipated that an Indefinite Delivery/ Indefinite Quantity contract with a five year ordering period will result from the solicitation. The applicable NAICS code is 541430 with a size standard of $7.5 million in average annual receipts. In the capabilities statements, contractors must provide their size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified hub zone, 8(a), women owned, small disadvantaged and/or service disabled veteran owned concern. The EPA reserves the right to set this action aside for small businesses. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (See FAR 52.219 14) under a procurement set aside for small businesses. A draft copy of the performance work statement (PWS) is included as an attachment. Please note the PWS states that a Work Request System shall be hosted on an EPA server unless the contractor proves they have a Fed RAMP approval. Interested parties with the capability of providing the services described in the draft PWS posted at the FedConnect website: https://www.fedconnect.net/ are invited to submit a three (3) page document, in writing, with sufficient information that clearly demonstrates their ability to provide the services described in the draft PWS, including personnel, experience and qualifications. A description of similar services previously or currently provided shall be provided. Additionally, interested parties should state in the capability statement if they currently have Fed RAMP approval. For your information, here is the link to the FedRAMP page for instructions on how to become FedRAMP compliant: https://www.fedramp.gov/. EPA has not determined at this time if FedRAMP capability will be required for this procurement. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. Capabilities Statements in response to this Sources Sought Synopsis MUST BE SUBMITTED THROUGH THE FEDCONNECT PORTAL by 4:00 p.m. EST, on June 6, 2017. Any questions regarding the content of this sources sought synopsis announcement must be submitted through the FedConnect portal via the message center. Questions submitted by any other means (i.e. email, fax, USPS, etc.) will not be considered. You must register with FedConnect to submit documents, questions, and to view responses. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the EPA's commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. There is no charge to use FedConnect. Vendors can register with FedConnect at www.fedconnect.net/FedConnect/. In addition, all vendors must be registered in the System for Award Management (SAM), as this facilitates registration for FedConnect. Please note that vendors MUST have their SAM profile set to "public" otherwise FedConnect will not be able to access the SAM information required to validate vendor credentials. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources sought synopsis. The resulting contract will be a follow-on to contract GS-35F-088AA, TO# EP-G17H-01413.
