- The USPFO for Texas intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all labor, materials, equipment and supervision necessary to complete the scope of work as described to repair HVAC Design Deficiencies in Building 1382. Place of performance is Houston, TX. The contract duration is 270 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,00.00. The magnitude is between $250,000.00 and $500,000.00. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on-or about 08 June 2017. The tentative date for the pre-bid conference is on-or about 05 July 2017, 1:00PM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference/site visit must be submitted by 09 July 2017 via email to joseph.r.cederstrom.mil@mail.mil. The bid opening date is scheduled for on-or about 18 July 2017. Actual dates and times will be identified in the solicitation. This is a pre-solicitation notice and no questions will be answered prior to the issue of the solicitation.
