Description
Synopsis for Repair 12.47 KV Electrical Basewide This project is being solicited under AFFARS MP5332.7. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." This synopsis is for the construction of the Repair 12.47 KV Electrical Basewide on Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work complete in place, as shown on the drawings, specified herein, or as needed to construct Repair 12.47 KV Electrical Basewide. The work to be performed includes, but is not necessarily limited to, the following principal features: - Base Bid will include removing the existing primary pole line on Golf Course Road and installing a new underground distribution system, remove the existing primary pole line near Kerwood Road and installing a new underground distribution system, removing the existing underground primary system crossing the wetlands on the south side of Highway 98 and installing a new underground distribution system routed around the wetlands, and upgrading the primary tie between Feeder A and Feeder D near the entrance into the Munitions Storage Area. - Bid Option # 1 will include increasing the feeder size for Feeder A running north to south along Tully Street. - Bid Option # 2 will include increasing the feeder size for Feeder D running east to west along Tully Street. - Bid Option # 3 will include upgrading Feeder F from just south of the Main Substation to a point near the intersection of Terry Street and Independence Avenue. This acquisition will be 100% set aside for small business offerors only. The North American Industry Classification System (NAICS) code for this project is 238210 with a size standard of $15M. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. The Government reserves the right to award a contract to other than the low proposed price. Performance period is 365 calendar days. Performance period, 365 days, will be the same if all, none, or some of the bid options are awarded. The contract will be a single award, Firm-Fixed-Price type contract. Four (4) contract line item numbers (CLINs) will be incorporated into the contract for the Repair 12.47 KV Electrical Basewide. One (1) for the Base Bid and three (3) for each of the bid options. The estimated magnitude for the total project is between $1,000,000 and $5,000,000. Payment and performance bonds will be required within ten (10) days of contract award. A Bid Guarantee will be required with the submission of proposals. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 23 June 2015. Prospective contractors must be registered in the System for Awards Management Database prior to award of a government contract. Offerors are further advised that failure to register in the DOD System for Awards Management Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award.
