AMENDMENT 0001, Dated 05/25/2017 PLEASE NOTE THE DATE SCHEDULED for Industry Day at the Commission is being changed FROM Thursday morning, June 1, 2017, TO MONDAY morning, JUNE 5, 2017, Same Location/Same Time: 500 E Street, S.W., Washington, D.C. 20436: Time: 10 AM - 12 Noon, E.T. Reference Paragraph (3) below. REQUEST FOR INFORMATION (RFI) This Request for Information is for planning purposes only and is being used solely as a market research tool, in accordance with FAR Part 10. This is not a Request for Proposal (RFP), nor a Request for Quotation (RFQ) nor an announcement of a solicitation. Response is strictly voluntary and the Government will not provide any reimbursement for any response for the effort expended in the preparation of a response by any vendor. Submission of a response to this RFI notice will not affect any potential offeror's ability to submit a quotation/proposal in the future once funding becomes available and a solicitation is issued. There is no solicitation document associated with this post. The purpose of the RFI is to seek feedback from industry. Again, this is NOT a solicitation. This is a Request for Information only. BACKGROUND The USITC is an independent, quasi-judicial Federal agency established by Congress with a wide range of trade-related mandates. The USITC's mission is threefold: to administer U.S. trade remedy laws in a fair and objective manner; to provide the President, the U.S. Trade Representative (USTR), and the Congress with independent, quality analysis, information, and support on matters of tariffs and international trade and competitiveness; and to maintain the Harmonized Tariff Schedule (HTS) of the United States. In doing so, the USITC serves the public by implementing U.S. law and contributing to the development and implementation of sound and informed U.S. trade policy. The Office of the Chief Information Officer (OCIO) is responsible for supporting the mission of the USITC by providing information technology leadership, a comprehensive portfolio of IT support services and applications, and a sound technology infrastructure which support the mission of the USITC and its customers. SCOPE AND OBJECTIVE The scope of the requirement is detailed in the attached Draft Performance Work Statement. The objective is to obtain software engineering services to conduct required operations and maintenance activities, as well as optional development, modernization, and enhancement tasks for both new and existing software applications for the Commission. PURPOSES OF THE REQUEST FOR INFORMATION (1) Capabilty: The USITC is looking for vendors within the information technology community whose capabilities are aligned with the IT services described in the attached Draft Performance Work Statement. Vendors are asked to provide the Commission its written feedback, after its review of the draft PWS that may be found as an attachment to this notice. (2) Small Agency Contracts : Additionally, the Commission, a small independent agency, seeks industry input as it pertains to small Federal agencies. The U S International Trade Commission is a sub-Cabinet, independent Federal agency, which is part of The Small Agency Council that represents some 90+ other small Federal agencies. Where a typical Cabinet-level Federal agency may have tens of thousands of employees, a small agency generally may have less than 6,000 employees, most having fewer than 500 staff. However, together, these small agencies manage many billions of dollars. The Commission seeks feedback, any and all information, both on the perceived benefits or perceived drawbacks of the development of Information Technology Contracts, awarded by a single small agency, from which other small agencies may order services via award of Task Orders. (3) Industry Day : The Commission anticipates holding an Industry Day on MONDAY morning, June 5, 2017, at the USITC's location at 500 E Street, S.W., Washington, D.C. 20436: Time: 10 AM - 12 Noon, E.T. At this event, the attached Draft PWS will be discussed, as well as discussion and the sharing of feedback between industry and government regarding the information found in Paragraph 2 - Small Agency Contractos - above. HOW TO RESPOND Interested organizations responding to this RFI may provide a Capabilities Statement or other relevant information regarding the organization's capabilities relating to the Draft Performance Work Statement, as well as any feedback regarding the Draft PWS. Please note that the Government is not seeking sales brochures, videos, and other marketing information materials. All responses must include the following information: •· Company name and address •· Company business size, socio-economic status •· Any contracts the organization currently holds (GSA Schedule, NASA Sewp, etc.), •· DUNS Number and Commercial and Government Entity (CAGE) Code •· Point-of-Contact name, telephone number and e-mail address Interested organizations may submit a response to this RFI, with the information requested above, on or before 2:00 p.m., E.T. Friday, May 26, 2017. Please submit all documentation to the USITC, Office of Procurement, 500 E Street, S.W., Washington, D.C. 20436, or send via email, in PDF or WORD format, to ian.quillman@usitc.gov, and debra.bridge@usitc.gov. Please include in the subject line of the email REQUEST FOR INFORMATION -IT Software Engineering Services. RSVP: Organizations anticipating attendance at the June 1, 2017 Industry Day meeting are requested to RSVP their intent on attendance, as well as the number of attendees expected from the organizaiton, to ian.quillman@usitc.gov and debra.bridge@usitc.gov. Vendors are discouraged from submitting any information deemed proprietary. However, if vendors elect to submit proprietary information, vendors bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
