THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a Sources Sought/RFI only. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. The NAICS for this requirement is 541712 (size standard of 1000 Employees). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this Sources Sought must be in writing and are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide a focused literature synthesis experts, statistical work, and library services for the VA Evidence Synthesis Program in the HSR&D (Center of Innovation) Center for the Study of Healthcare Innovation, Implementation & Policy (CSHIIP) at the VA Greater Los Angeles Healthcare System (VAGLAHS). The VAGLAHS requires expert research services in support of multiple VA-funded health services research projects. These services include: Methodological Expertise; Research Assistance; Library Support; Data Analysis and Statistical Support. The contractor shall provide methodological expertise; technical skill and knowledge; and research capabilities in order to meet the below required services and deliverables: Evidence Synthesis Scientist Library Services Statistical pooling of synthesis data using meta-analytic techniques is a specific skill set necessary for completion of relevant research projects. Tasks and Deliverables Design database search strategies for each study Update and revise search strategies as necessary Document current and past iterations of search strategies and their yield Perform literature searches Create and update databases of literature search results Clean preliminary literature search databases Participate in the development of conference submissions and presentations and manuscripts for publication. Statistical Support Contractor shall be responsible for planning and conducting statistical consulting and analysis for each study s quantitative outcomes, specifying appropriate analyses, cleaning data, and performing ongoing data management for each study. Tasks and Deliverables Create and manage databases for research studies. Create databases for research studies as described in study protocol Update databases and modify databases as needed Create and perform statistical analysis plan for research studies Plan statistical analysis for research studies with PI Conduct statistical analysis and create reports of results for publications and for VA Use publicly available data provided by VA research team The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. SDVOSB/VOSB RESPONDENTS (a) If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. (b) Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded.
