- Justification and Approval The United States Government, represented by the U.S. Agency for International Development, Office of U.S. Foreign Disaster Assistance under the Bureau for Democracy, Conflict, and Humanitarian Assistance (USAID/DCHA/OFDA), intends to extend the Personal Services Contract (PSC) without competition for a period of nine months of the incumbent contractor for the same position of Public Health Advisor. An award for the continued provision of highly specialized services when awarded to another resource would result in substantial additional costs to the Government or would result in unacceptable delays. Continuing performance of the proposed PSC is critical to the mission of USAID and is in the best interest of the United States Government. This notice is published in accordance with FAR 5.201 and FAR 5.203.
