Description
NASA/ Ames Research Center (ARC) intends to extend Contract NNA10DE58C, Business Operations and Technical Services (BOATS), with Deltha Critique NSS Joint Venture on a sole source basis pursuant to 10 U.S.C 2304(c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The performance period extension consist of a six one-month option periods. The period of performance will be extended from July 1, 2017 through December 31, 2017, if all option periods are exercised. The extension will not increase the current contract value. The purpose of the extension is to continue to provide professional, paraprofessional, and administrative support for NASA/ARC during the efforts for a new procurement, Ames Professional Administrative Support Services (APASS). The current contractor, Deltha Critique NSS Joint Venture, is considered the only contractor that can support the NASA/ARC's requirements under contract NNA10DE58C given the extension's short period of performance. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit in writing their capabilities and qualifications to perform this proposed procurement action to Rachel Jandron at Rachel.A.Jandron@nasa.gov no later than 12:00 pm (noon) PST on June 8, 2017. All responsible sources may submit their capabilities/qualifications which shall be considered by the agency. Such capabilities/qualifications will be evaluated solely for the purposes of determining whether or not to conduct this procurement action on a competitive basis. A determination by the Government not to compete this procurement action on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. All questions must be in writing and should be addressed directly to Rachel Jandron, Contracting Officer, no later than 4:00 pm PST on June 2, 2016. Oral communications are not acceptable in response to this notice. NASA Federal Acquisition Regulation Supplement (NFS) clause 1852.215-84, Ombudsman, is applicable.
