Description
Meal requirements Provisions and Clauses This is a combined synopsis/solicitation for commercial items made pursuant to FAR 13 and prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number for this procurement is W912JD-17-Q-0002 and issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-95 and DFARS Change Notice (DCN) 20161222. The North American Industry Classification System Code is 311999; size standard is 500 employees. This solicitation is set aside for small business concerns. Participation by small, small-disadvantaged, HUBZone small businesses, woman-owned small businesses, veteran owned small businesses, and service disabled veteran owned small businesses is encouraged. Faith-Based and Community-Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible. SUBMISSION AND EVALUATION OF PROPOSALS To ensure timely and equitable evaluation of the proposal, offerors shall follow the instructions contained herein. Offers shall be submitted as a single electronic package to the Primary Point of Contract email address not later than the date and time identified within this notice. The offer must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The responses shall consist of four (4) separate parts; Bid Schedule, Delivery Schedule, Menu Information and FAR 52.212-3 Alt I -- Offeror Representations and Certifications -- Commercial Items. Offers shall be evaluated in an impartial manner inclusive of transportation charges to the delivery points identified in the attached schedule. Basis of award will be made to the responsible contractor with the lowest price in consideration of Army food quality standards. BID SCHEDULE OF SUPPLIES (Alternative CLIN structure may be proposed by offeror) CLIN 0001 - 14,384 EA Meals Delivered to Bangor, ME locations IAW attached schedule UNIT PRICE:__________________ CLIN 0002 - 5,202 EA Meals Delivered to Augusta/Waterville, ME locations IAW attached schedule UNIT PRICE:__________________ CLIN 0003 - 8,401 EA Meals Delivered to Lewiston/Westbrook and Western, ME locations IAW attached schedule UNIT PRICE:__________________ DESCRIPTION OF MEALS: Quantities per meal and location are listed on the attached spreadsheet. DELIVERY SCHEDULE See attached schedule F.O.B. - Destination; Shipment shall be locations identified in attached schedule. MULTIPLE AWARDS The Government reserves the right to place one award, or awards to multiple vendors. Multiple awards may result from this RFQ if no one vendor is able to fully meet the Government's requirements. The Government reserves the right to award all, some or none of the requirements contained herein as a result of this combined synopsis/solicitation. This is a high - priority, time - sensitive requirement. QUALITY Interested parties shall include meal descriptions that clearly demonstrate the products offered meets Army meal standards. Offerors of products without the required menu information shall be considered non-responsive. REQUESTS FOR INFORMATION All submissions shall be received in this office by May 30, 2017 at 12:00 P.M. EST. Submission via email is required; no hard copy delivery will be accepted. E-mail submissions shall be sent to christopher.j.field.mil@mail.mil. See attached provisions and clauses document for a complete list of FAR and DFARS provisions and clauses which apply to this solicitation. All responses must be submitted electronically to the primary point of contact, Mr. Christopher Field at christopher.j.field.mil@mail.mil. All offers shall be received before Thursday, June 1, 2017 by 11:00 a.m. EST to be considered for award.
