*** THE FULL SOLICITATION ESTIMATED ISSUE DATE: Electronically in Federal Business Opportunities on or about June 2, 2017. *** The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to provide mechanical maintenance necessary for controlling European beachgrass and improving snowy plover nesting habitat at Baker Beach, Siltcoos Estuary, Dunes Overlook Beach (Dunes Day Use Area), Tahkenitch Creek Estuary, and South Tenmile Creek on the Central Coast Ranger District/ODNRA, Siuslaw National Forest. Work will consist of maintaining existing nesting and overwash areas by scalping and burying beachgrass hummocks as well as lowering the height of previously untreated sections of foredune. Approximately 2 - 7 feet of sand will be removed from designated areas. Sand removed will be pushed into untreated dune areas directly adjacent to the work area or used to fill in low, scoured out, areas within the nesting habitat or foredune area. Time will be devoted to removal/cleanup of miscellaneous hummocks of European beachgrass from specified areas in the interior of nesting areas. Much of the existing plover nesting area has been covered with oyster shell hash. Care must be exercised by the contractor to minimally disturb these shell covered areas. Overwash areas will be maintained as directed by the COR or the inspector. Several large hills of sand will be leveled within the Baker Beach, Siltcoos, Overlook, Tahkenitch and North and South Tenmile snowy plover nesting area as directed by the COR or the Inspector. Excess sand will be dispersed within the nesting habitat area. Large driftwood logs encountered will be buried or dispersed throughout the work site. Driftwood logs may not be pushed into the ocean surf. Beaches adjacent to work areas are CLOSED TO MOTOR VEHICLES year round. Additionally, the work areas are CLOSED TO ALL PERSONS between March 15 and September 15. Therefore, it is imperative the Contractor has a familiarity with the work area and experience working in the sand and dunes of the Oregon Coast. The Estimated start work date is October 2, 2017 with completion no later than February 28, 2018. The project is 100% set aside for Small Business concerns. Note: Prospective awardees shall be registered in the System for Award Management (SAM) data base prior to award. Information on registration may be obtained via the internet at: http://www.sam.gov. All registrations must be in an "Active status" for the government to download electronically prior to contract award.
