Description
This Request for Information (RFI) is issued solely for informational, market research and planning purposes only. It does not constitute a Request for Proposal (RFP). This RFI does not commit the Government to contract for any supply or service. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Further, the FBI will not accept unsolicited proposals. A capabilities statement package is requested. All costs associated with responding to this RFI will be solely at the responding party's expense. At this time, proprietary information is not being requested and respondents shall refrain from providing such information in response to this RFI. Please be advised that all submssions become Government property and will not be returned. If any is issued, it is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI. The FBI seeks sources for services provided under NAICS code: 611420 Computer training. The Cyber Career Path Program (CCPP) was created in response to a greater need within the FBI for Cyber Investigators with accredited training. The CCPP will support the ever growing need to combat cyber based threats. The curriculum is specifically aimed at Cyber investigators which consist of FBI cyber agents, task force peronnel and other FBI employees. All interested vendors shall meet the following requirements: American National Standards (ANSI) accredited certification. ANSI provides the International ANSI/ISO/IEC 17024 accreditation program for personnel certification agencies. The process used by ANSI to accredit certification bodies is based on an international standard (ISO/IED 17011). Adherence to a rigorous internationally recognized accreditation process ensures that the ANSI process conforms to the highest accreditation standard and represents the best practices in certification. An ANSI accredited certification is required to ensure Cyber Investigators are trained in the most up to date, highest caliber methods and practices to combat cyber threats. The technological skills required to investigate cyber matters are constantly evolving. To ensure that investigators remain current, the FBI continuously seeks new and updated training resources for its agents. Supplementing the Cyber Training and Certification program with commercial of the shelf (COTS) courses has proven to be effective because investigators are offered the opportunity to expand their technical expertise beyond the core classes taught in house by instructors who bring their work from the field into the classroom. Examples of these COTS courses include but not limited to : Forensics, Malware Analysis, Incident Response, Penetration Testing, Intrusion Detection, Cloud Security, Virtualization as well as ICS/SCCADA. All interested vendors shall meet or exceed the standards of the Global Information Assurance Certification (GIAC) The capabilities statement shall document them as authorized resellers of GIAC or the offered certification which meets or exceeds the GIAC certification exams. Additionally, the FBI requires courses that are ANSI/ISO/IEC 17024 certified or have the potential for that certification. The FBI requires at a minimum 30 specialized information security certifications that correlate to specific job duties. Interested vendors shall also offer multiple delivery methods and a variety of delivery options, including large events, small and local community classes, web-based synchronous and asynchronous instruction with courses updated routinely to keep up with technology. Interested parties shall offer a real time exam management engine that allows the FBI to see the results of a student"s certification, including deadline, pass/fail rates, who is registered and approval of students. The vendor shall offer courses at locations throughout the CONUS. By offering this training at sites across the country, Cyber investigators will have greater access and flexibility to attend the courses necessary to achieve the certification goals as required by the Cyber Career Path program. The vendor shall offer training designed to support counterterrorism, counterintelligence and criminal investigators whose cases involve a cyber-nexus. A multitude of training courses allows the FBI to establish training tracks based on investigtor skills and the needs of a particular division. Interested vendors must offer instructors with a TS/SCI with Poly clearance who are currently teaching. This clearance must be currently active. All courses shall be taught by the vendor's own certified faculty. The courses requested shall be commercially-available-off-the-shelf (COTS) in accordance with Part 12 of the Federal Acquisition Regulation (FAR). The vendor shall not proffer courses which are "developmental" or in any way not commercially available at the time of this RFI. As a COTS item, the courses are made available to the general public. The capabilities statement shall not exceed 10 pages. All interested parties shall hold an ACTIVE SAM.Gov account.
