- This Order Selection Decision Document covers the acquisition of the Synthes CMF Matrix mandible Implant and Instrument Set (Part Number: 01.503.150; NSN: 6515-01-644-7977) for delivery to the DDHU Stock Maintenance Division, Hill AFB, UT. Delivery lead-time is 14 days. The Requisition number(s) for this action are W25MWY83420042 and W25MWY63630379. In accordance with the guidance as outlined in FAR Part 8 and DFARS 208.405-70, which specifies competition rules for orders valued above the Simplified Acquisition Threshold, the above requirement was solicited via an RFQ to all current vendors. The requirement was sent to all known equipment vendors currently holding an ECAT contract and released on the FedBizOps website on May 15, 2017, 2017 with the date and time set for receipt of quotes on May 18, 2017 at 3:00 PM EST. Three quotes were received from responsible vendors. The lowest and most price reasonable quote was received from Beacon Point Associates. It is in the best interest of the Government to award to Beacon Point. The mandibular plating system is a specialized surgical set that is a required and critical component within the Army's Dental Materiel Set Oral: Maxillofacial Surgery unit assemblages. Deployable forces and contingency operations surgeons performing specialized trauma surgery use it. This is a requirement by the U.S. Army Medical Department Center and School (USAMEDDC & S), Health Readiness Center of Excellence (HRCoE) and Capabilities Development Integration Directorate (CDID) during scheduled medical set reviews in 2014. It is a required item in all Army Dental Material Sets to support deployed medical Combat Support Hospitals. They are also common sets used for surgical facial reconstruction in both fixed and field hospitals and, for training purposes at the Army's Pre-Deployment Regional Medical Training sites. This buy is a logical needs requirement based on the fielding scheduled for the Army's programmed transition of current Combat Support Hospital configuration to the approved Field Hospital configuration. This transition is scheduled to commence through 2022. The conversation process will affect Active Duty, National Guard and U.S. Reserve modified Table of Organization authorized units.
