Instruction to offerors Solicitation SB134117RQ0484- SF-1449 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-95. This requirement is 100% small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 541620, Environmental Consulting Services. The small business size standard is $15M. This acquisition is conducted under FAR 13.106 under simplified acquisition procedures. BACKGROUND INFORMATION The NIST Net-Zero Energy Residential Test Facility (NZERTF) was designed with exacting specifications for the contaminant emissions from the building materials. Specifically, these materials were selected to have low emissions of Volatile Organic Compounds (VOC). During the first year of operation of the house, airborne VOC levels were measured approximately monthly in order to verify the effectiveness of these specifications and to study the VOC emissions in the newly constructed building. In the second and third years of operation VOC concentrations were measured quarterly. Since that time, the operation of the house and its systems has been modified. In order to understand the impacts of these changes and to build on the information collected during the first three years of sampling, NIST requires assistance in the analysis of additional air samples to determine how the key VOCs in the house have continued to change over time. Please see the attached solicitation for more details. APPLICABLE ATTACHMENT Attached to this solicitation is the following: • Attachment I - Solicitation • Attachment II - Instruction to Offerors 1352.215-73 INQUIRIES (APR 2010): Offerors must submit all questions concerning this solicitation in writing electronically to hnw6@nist.gov. Questions must be received no later than 3 business days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) This is an open-market combined synopsis/solicitation. The Government intends to award a Purchase Order as a result of this combined synopsis/solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotations shall include a statement regarding the terms and conditions herein as follows: a. The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR b. The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:..." DUE DATE FOR QUOTATIONS Quotations shall be submitted by e-mail to hnw6@nist.gov no later than 11:00 AM EDT, June 05, 2017. Quotations received after this date/time will not be considered for award. It is the offeror's responsibility to ensure delivery of the quotation is on time and to confirm receipt of quotation delivery date and time. Quotations shall remain valid for a minimum of 60 days from the date of receipt.
