Description
30th Contracting Squadron, Vandenberg AFB, CA intends to extend the existing Launch Operations Support Contract (LOSC) Contract, FA4610-12-C-C0004 on a sole source basis with an effective date of 01 Aug 17 and potentially ending 30 Nov 17, (contemplating a 2 month base and 2 one month options) to Call Henry Inc. (CHI). Reference FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Currently, the LOSC support requirements are presently being performed under the LOSC contract FA4610-12-C-0004. The current Contract FA4610-12-C-0004 is a FFP/CPFF/COST hybrid contract that expires on 31 Jul 17. There is an acquisition currently being worked by 30 CONS to award a 5-year contract for the LOSC follow-on contract on Solicitation No. FA4610-15-R-0002. Due to delays in the acquisition there is not enough time to award the new follow-on contract before the current one expires on 31 Jul 17. Due to the critical nature of the LOSC requirements which provides mission infrastructure support for the Western Range Launch and Test Range System (LTRS) which contributes to our national defense and the need for uninterrupted service, it's in the government's best interest to extend the interim contract to CHI. The current contract has been designated as a mission essential contract which provides for the acquisition of essential contractor services which support mission-essential functions IAW DFARS 237.7600. The goal is to ensure Real Property, Real Property Installed Equipment (RPIE) and facilities are maintained and operationally ready for a variety of ballistic missile, space, guided weapon, and aircraft test and evaluation missions in support of Air Force, Navy, Army, National Reconnaissance Office, Missile Defense Agency, Federal Aviation Administration, Department of Energy, Defense Advanced Research Projects, National Aeronautics & Space Administration, and a variety of commercial, allied nations, and governmental agencies. Specific work requirements include 1) Maintenance & Repair (M&R) for all real property, Aerospace Ground Equipment (AGE), infrastructure, and equipment associated with the Launch and Test Range System (LTRS); 2) Corrosion Control to include inspecting, preparing, and executing a corrosion control plan for all real property; 3) Operations requirements consisting of activating, monitoring, configuring, or standing by on-site to run equipment as necessary for payload processing and launch operations, to include Operations of the South Vandenberg Power Plant (SVPP). The SVPP provides backup power to launch facilities during critical vehicle processing and L-1 launch activities. 4) Task Assignments which provides capability to respond to non-recurring requirements that are within scope but were presently undefined; 5) Pressure Vessels and Tanks, to include inspecting and testing; and 6) Elevators, to include inspecting, testing, certifying, maintaining and repairing all elevators in launch support buildings. Mission assurance for the LOSC necessitates no breaks in service. The government cannot risk the time it would take to have another contractor become familiar with the operations and maintenance of launch facilities and infrastructures CHI's continued support and intimate knowledge of the LOSC contract requirements mitigate this. Therefore, 30th Contracting Squadron intends to extend the current contract to CHI. CHI is the only company capable of adequately providing the critical mission support in a timely manner and without an interruption in service. The closing date for any responses to this proposed contract action is 15 days from posting of notice, which establishes a due date of 09 Jun 17.
