- TDRAW Draft RFP Questions & Comments Section J Attachments (zipped) Draft RFP Sections A through M The Defense Health Agency (DHA) is a joint, integrated DoD Combat Support Agency that enables the US Army, US Navy, and US Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS by: • Implementing shared services with common measurement of outcomes; • Enabling rapid adoption of proven practices, helping reduce unwanted variation, and improving the coordination of care across time and treatment venues; • Exercising management responsibility for joint shared services and the TRICARE Health Plan; and • Acting as the market manager for the National Capital Region (NCR) enhanced Multi-Service Market, which includes Walter Reed National Military Medical Center (WRNMMC) and Fort Belvoir Community Hospital (FBCH). The Defense Health Agency (DHA) is contemplating a new indefinite delivery/indefinite quantity (IDIQ) dental services contract with fixed unit prices for the TRICARE Dental Readiness and Wellness (TDRAW). DHA anticipates the TDRAW will consolidate the TRICARE Dental Program (TDP), the dental requirements of the TRICARE Overseas Program (TOP), the dental requirements of the Reserve Health Readiness Program (RHRP) contracts with the Active Duty Dental Program (ADDP). DHA anticipates the TDRAW contract will provide worldwide dental coverage to Active Duty Service Members and their family members, members of the Selected Reserve, Individual Ready Reserve and their family members. The purpose of this notice is to provide potential offerors with the DRAFT TDRAW Request for Proposal (RFP). This Notice follows two earlier Requests for Information (RFIs) postings (HT9402-DHA-RFI-1 and HT9402-DHA-TDRAW-RFI-2) and is part of ongoing market research. It is intended solely for information and planning purposes only and is NOT a solicitation. Offerors are invited to review the attached DRAFT solicitation documents and submit questions or comments about the DRAFT RFP via email to Ms. Margaret Zancanella, Contracting Officer, Margaret.a.zancanella.civ@mail.mil not later than 4:00 pm MT, June 21, 2017. Please include the following in the subject line: DRAFT TDRAW HT9402-17-R-0001. DHA is seeking industry feedback and recommendations on DHA's description of the TDRAW requirements and DHA's approach in the draft RFP sections attached to this draft solicitation. DHA will consider industry's comments to revise its approach for the TDRAW program to ensure the Government has realistic requirements and incorporates industry best practices, new technologies, innovative alternatives and potential capabilities as they relate to the TDRAW specifications and performance work statement. DHA may also incorporate industry expertise, best practices and incentives to ensure the delivery of high quality dental support services to TRICARE beneficiaries within the statutory and regulatory limitations governing this entitlement program. Finally, DHA is considering increasing the age limit to receive sealants from 18 to 23 years of age. Please provide feedback on the following questions: a. What is the maximum age for receiving sealants in your other business plans? b. Do you foresee significant increase in family member premiums for the increased age limit? c. Do you think the increased costs would be offset by improved dental health in the future? DHA requests that responders identify the specific solicitation document and cite specific paragraphs where appropriate, using the "TDRAW Draft RFP Questions" file included as an attachment to this DRAFT solicitation. DHA requests responders submit any questions or comments about the DRAFT RFP via email to Ms. Zancanella by 4:00 p.m. MT on June 21, 2017. Please state "DRAFT TDRAW HT9402-17-R-0001" in the email subject line. DHA is not issuing a solicitation at this time, and this Notice shall not be construed as DHA's commitment to issue a solicitation nor does it restrict DHA to a particular acquisition approach. Interested firms shall not send proposals in response to this Notice, nor shall they contact any other individuals about this Notice or the TDRAW requirement. Any information provided to DHA is strictly voluntary and given with no expectation of compensation, and is clearly provided at no cost to the Government. If DHA issues a solicitation, DHA will conduct any source selection in accordance with the Federal Acquisition Regulation (FAR) 15, as supplemented, at Contract Operations-Aurora (CO-A), in Aurora, Colorado. DHA estimates it may issue a formal solicitation later this year on the Federal Business Opportunities (fbo.gov) website. Any future information on this acquisition will be posted on www.fbo.gov.
