- USTRANSCOM Solicitation HTC711-17-R-R012 SOCEUR Fixed Wing Airlift Services The purpose of this synopsis is to notify interested parties that the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation to provide fixed wing transportation services for U.S. Special Operations Command-Europe (SOCEUR). The current requirement is for two (2) fixed wing aircraft with the capability to expand to four (4) fixed wing aircraft. Aircraft will primarily be based out of Stuttgart, Germany. Alternately, the Contractor may be required to base aircraft at RAF Mildenhall, England. The Contractor shall be capable of providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, limited security and other items and non-personal services necessary to perform airlift (passenger, cargo, and combination (COMBI)) services, casualty evacuation (CASEVAC)/Personnel Recover (PR) services, limited door-to-door services, and command and control throughout the EUCOM AOR of fixed-wing operations. The NAICS code is 481211. The applicable Product or Service Code is V121. The period of performance will be a base year plus 2 option periods. Award requirements. To be eligible for award Offerors shall - Be DoD CARB approved at time of award - Be the entity which will operate the proposed aircraft - Have at least 12 months of continuous service including international experience - Hold a FAA 135 certificate The Government will consider the above eligibility requirements as well as other Technical, Past Performance, and Price Factors which will be identified in the solicitation. The Fly America Act Preference applies. A Request for Proposal (RFP) will be available on Federal Business Opportunities within the next 30 days. No hardcopies of the solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ. All comments should be addressed to Denise E.
