- The Naval Air Systems Command (NAVAIRSYSCOM) intends to award an order under a Basic Ordering Agreement to Ontic Limited, Cheltenham UK LTD (Cage Code U0J60), for a Component Improvement Program (CIP) for the AV-8B Engines Starting System Components for the F402-RR-408B Propulsion System. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements. The F402 Pegasus Propulsion System is used in the USMC AV-8B Aircraft as well as, Spanish and Italian AV-8B variants. The CIP will apply to all of the above mentioned AV-8B variants. Ontic Engineering & Manufacturing, LTD entered into an exclusive licensing agreement with Safran Power UK, LTD., the original designer, developer and manufacturer of the AV-8B Gas Turbine Starter/Auxiliary Power Unit (GTS/APU) and associated engine starting system components. As a result of the licensing agreement, Safran Power UK, LTD. is unable to sell the drawings and data rights to the United States Government. Under the proposed order, Ontic will provide engineering and support services to maintain the system's effectiveness and optimize the affordable readiness of the AV-8B F402 GTS/APU systems/subsystems. Specifically, the contractor will perform engineering projects and provide design solutions to provide for continuing improvements in safety, readiness, reliability, maintainability, sustainment, and correction of service related non-specification deficiencies and obsolescence issues. This notice of intent is not a request for competitive proposals and no solicitation is available. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained.
