Sorces Sought Synopsis and Contractor Capability Survey- MS Word Sorces Sought Synopsis and Contractor Capability Survey-PDF SOURCES SOUGHT SYNOPSIS Purpose/Description 1. The Government is conducting market research to identify potential sources that possess the production engineering support, data/repair data, expertise, capabilities, and experience to meet qualification requirements for the production/repair of Royal Saudi Air Force (RSAF) F-15 Electronic Systems Test Set (ESTS) A31U18240-3. The ESTS Modernization was required due to obsolescence issues with the USAF/RSAF ESTS. The Moderation effort has engineered the Proprietary data/Intellectual Proprieties (NGC) out which has resulted in a COTS supported environment. Ref figure after paragraph 4. The requirement is for Engineering /technical services to include securing SOR for GFE/Ancillary Our acquisition strategy is a five-year with a six month extension to services. Contract (basic plus four option years) with a six month extension to services and will continue through FY23. Previous to the Modernization Northrop Grumman has been the only sole source for ESTS engineering support. 2. Originally fielded in 1996, the USAF F-15 ESTS became increasingly difficult to maintain and would have become unsustainable without SES addressing a variety of obsolescence issues for multiple ESTS components. To give some perspective to this challenge, 17 legacy instruments of the total system have become obsolete, and SES developed suitable replacements for all 17. The Royal Saudi Air Force (RSAF) requirement to upgrade the F-15 ESTS to an A31U18240-3 configuration, because we are the USAF ESTS A31U18240-3 Kit and Time Compliance Technical Order (TCTO) contractor developer. From resolving challenges with parts obsolescence and accuracy of spares data to availability and compatibility to legacy instruments and Test Programs Sets (TPSs. A comprehensive solution was realized via USAF TCTO and comprehensive solution to their obsolescence. This TCTO resulted in the replacement of replace or refurbish outdated instruments for which has virtually eliminated station instrument obsolescence, resulting in a viable competitive and sustainable F-15 ESTS system. 3. The instruments that comprise the A31U18240-3 Kit, and developed the TCTO Leveraging our working knowledge and lessons learned, obtained from over six years of performing the F-15 ESTS Modernization program, resulting already has a proven approach in place to modify, diagnose, and upgrade the RSAF ESTS to an A31U18240-3 configuration. Services will be required by the contractor. The Contractor Engineering and Technical Support (CETS) required to sustain the ESTS at the RSAF Intermediate Level Centralized Maintenance Facility (CMF) and the required expertise to train the trainers. 4. All RSAF provided For Government Furnished Equipment (GFE) ancillary equipment is required to be maintained in serviceable condition throughout the specified period. During the course of this support, the contractor will be required to provide training to RSAF personnel in order to maintain technical proficiency of the ESTS.
