Previous notices for this procurement are posted under SPE600-17-R-5X03. All further notices will be posted under this announcement for SPE600-17-R-0522. Proposals in response to this solicitation are due on June 29, 2017 at 3:00 P.M. Ft. Belvoir, VA time. Questions pertaining to the solicitation should be submitted via email to joy.mack@dla.mil no later than June 9, 2017, at 1:00 P.M. Ft. Belvoir, VA time. Responses will be posted as an amendment to the solicitation. Please note solicitation number and location in subject of email. This Request for Proposals is for GOCO and related Alongside Aircraft Refuel services at Naval Base (NB) Coronado, CA. The facilities fall under the Fleet Logistics Center (FLC) San Diego. Services include management, operation and maintenance of Government fixed fuel facilities, aircraft and shipaviation fuel services, and ground vehicle fuel services. The delivery, issue, defueling, and off-station fuel services to aircraft and support equipment by mobile fuel servicing vehicles and fixed direct refueling systems. Aircraft fuelservices shall be in compliance with NAVAIR 00-80T-109, Aircraft Refueling NATOPS Manual, and all other applicable military, federal, and commercial policies regarding the performance of aircraft fuel servicing operations. The Government will award one firm fixed price contract following Source Selection procedures IAW FAR 15.101-1. The period of performance is July 1, 2017 through June 30, 2021 (four years) with one five-year option period beginning on or about July 1, 2021 through June 30, 2026, and an option to extend up to six months from July 1, 2026 - December 31, 2026. This acquisition will be Full and Open Competition (unrestricted). The NAICS Code is 493190 and the dollar threshold is $27.5 million. All responsible offerors may submit an offer for consideration. Contract award is subject to FAR 52.222.41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965).
