- UNITED STATES POSTAL SERVICE (USPS) SOURCES SOUGHT NOTICE SURFACE TRANSPORTATION SERVICES GENERAL In accordance with the United States Postal Service's Supply Principles and Practices, the United States Postal Service is i ssuing a sources sought notice. Postal Service is seeking potential suppliers who may be interested in providing Surface T ransportation service to and from national USPS Processing and Distribution Centers (P&DC) and other United States Postal Service locations. The purpose of this Sources Sought Notice is for the United States Postal Service to evaluate market information to ascertain potential suppliers who can provide transportation services that is responsive to daily fluctuations in mail volumes. SCOPE OF SERVICE The initial period of performance for a potential contract would be 4 years, beginning on or about August 20, 2017, with four (4) year renewal periods. The supplier will plan its operations (vehicles and drivers) based on a weekly manifest provided in support of the needs of the P&DC, delivery units, and offices. Suppliers will be required to provide a variety of vehicles to include vans, straight trucks, and tractor-trailers based on the USPS needs each week. Additionally, suppliers will be required to provide an on-site representative at the P&DC sites to manage fluctuating schedules each week. Supplier representatives will work with the USPS's Network Specialists and Transportation and Networks Systems (TANS) managers who will be overseeing the operations at the dock locations. Global Positioning Systems are required on all trailers and straight trucks. SCHEDULE The frequency of the contract requires the supplier to operate a weekly manifest. The supplier must not arrive later than or depart earlier than the agreed upon times as stated in the USPS provided manifest, unless specifically authorized by the Contracting Officer. SUBMISSION REQUIREMENTS Interested parties are required to submit the following information: •□ Capability Statement, which includes demonstrating that the supplier has a current infrastructure to handle weekly changing manifests, drivers, and trucks. •□ Organization Contact Information (name, email, fax, website, mailing address) •□ Organization URL •□ Fleet Description (Include vehicle type, quantity, and estimated weight/volume metric capacity) •□ Subcontracting, Joint Ventures, Teaming Agreements or other business arrangements to satisfy these requirements Information must be submitted to Levora Lloyd at Levora.A.Lloyd@usps.gov no later than close of business Monday, June 5, 2017. These contracts will be competitive purchases using the USPS Emptoris System.
