- This is a market survey/sources sought synopsis for Enterprise Computer and Information Technology Services (ECITS) REFERENCE NUMBER: N39430-17-R-1961 The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is conducting market research in an effort to identify potential small business industry sources with the capabilities to provide information technology (IT) services for the information technology functional areas: including (1) Systems Development Lifecycle, (2) Cyber Security, (3) Technology Development, (4) Operational Technology, (5) Business Systems Operations and Support, (6) IT Operations Management, and (7) Enterprise Analysis and Management Services in support of all NAVFAC personnel, stakeholders and users throughout the world. A copy of the DRAFT general scope of this requirement and the list of NAVFAC business systems are provided as attachments. This SOURCES SOUGHT NOTICE is issued to ascertain the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required services. The responses to this sources sought notice will assist the Government in determining the potential acquisition strategy, including set-aside capability, under the small business program. Interested firms are invited to submit a response to this notice. Responses shall include the following business information and discussion of company experience and capabilities: Business Information: (1) Name and address of firm; (2) Size of business, including; total annual revenue, by year, for the past three years and number of employees; (3) Ownership, including whether: Small Disadvantaged, 8(a), Women-Owned, HUBZone, Veteran Owned and/or Service Disabled Veteran-Owned Business; (4) Number or years in business; (5) Two points of contact, including: name, title, phone, fax, and e-mail address; (6) CAGE and DUNS Number; (7) Affiliate information, including parent corporation, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); Discussion of Capabilities: (8) Provide a short summary of your company s overall qualification and skill-sets of your workforce in relation to the scope of the requirement. (9) Do you provide similar services to non-Government businesses under the terms and conditions similar to those offered to the Federal Government? What are your company s standard terms and conditions? (10) Describe your experience and the scope of service performed for the following IT functional areas: (i) Systems Development Life Cycle (ii) Cyber Security (iii) Technology Development (iv) Operational Technology (v) Business Systems Operations and Support (vi) Information Technology Operations Management (vii) Enterprise Analysis and Management Services. Note: (a) Provide contract number, POC names and telephone numbers where these services were performed. Also include the type of contract utilized for these services (i.e. Firm Fixed Price, Cost-Plus Fixed Fee, etc.). (11) If your company plans to support the requirements under some type of subcontracting or partnering, identify those firms you intend to work with under such an arrangement and an explanation of how the firms would be uniquely qualified to support such an effort. (12) Describe any credentials and/or certification achieved (i.e. ISO 9000, CMMI, etc.) and the resultant benefits in supporting the requirement. (13) Statement whether the company has or does not have an approved accounting system in accordance with DFARS Clause 252.242-7006 (Accounting System Administration). (14) Indicate whether your company and/or personnel employed have security clearance. Describe the labor categories that have security clearances and identify the clearance level (i.e. confidential, secret, top secret). (15) Does your company have a GSA schedule contract or Government-Wide Acquisition Contract (GWAC) for information technology services? What NAICS code(s) are the services awarded under? (16) Any feedback on the scope of the requirement NOTE REGARDING SYNOPSIS: This synopsis is for information and planning purposes ONLY and is not to be construed as a commitment by the Government. This is NOT a solicitation announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests. The following NAICS codes are being considered for this requirement: 541511 (Custom Computer Programming Services) size standard of $27.5 million 541512 (Computer Systems Design Services) size standard of $27.5 million 541513 (Computer Facilities Management Services) size standard of $27.5 million 541519 (Other Computer Related Services), size standard of $27.5 million. Interested parties must submit their response to NAVFAC EXWC via e-mail to Patrick Pascua, Lead Contract Specialist at patrick.pascua @navy.mil by 2:00pm (California Time) on 29 Jun 2017. This proposed action is follow-on to the following contracts: N39430-13-D-1231, N39430-13-D-1203, and HC1028-13-F-0174. Please refer to N39430-17-R-1961 when responding to this Market Survey.
