- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The solicitation number AG-6395-S-17-0119 is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://farsite.hill.af.mil/ or at https://www.acquisition.gov/. (iv) Simplified acquisition procedures will be used for this acquisition per FAR Part 13. This requirement is being offered as a 100% Small Business set aside. The NAICS code is 333111. The small business size standard is 1,250 employees. (v) This requirement is the United States Department of Agriculture (USDA), Animal Plant Health Inspection Services (APHIS), Veterinary Services (VS) to purchase the following items in the following quantities: Item # Description QTY Amount Extended Price CLIN 001 - 3 Ton Gooseneck Corn Blower 5 $ $ CLIN 002 - 30 Ton Bulk Overhead Corn Bin 4 $ $ Total $ Vendors may submit quotations for one or both Contract Line Item Numbers (CLINs). (vi) Salient characteristics/specifications for: CLIN 001 - 3 Ton Gooseneck Corn Blower 1. Com Fill Capacity: 2.5 to 3 ton hopper / bin capacity. 2. Twin axle configuration. 3. Primed and painted on all inside and outside surfaces with an environmentally safe and food safe epoxy paint and to withstand harsh weather conditions including salt air near the Gulf of Mexico region of Texas and to prevent rusting and corrosion of components. 4. Constructed of 10 gauge steel or steel alloy construction for durability and longevity. 5. Fill height of top of hopper with door or doors open for filling must be no higher than approximately 9 feet when measured from the ground to allow for hopper refill from overhead bins with a clearance of 10 feet. 6. Hopper lid can be either single or double door configuration which allows adequate clearance to be opened or closed when underneath the overhead bins used for filling (10 foot clearance). The lids should be able to be secured for travel at freeway speeds and be secure from weather and pest intrusion. Due to the harsh nature of the Texas environment the feeder hoppers must be water tight with molded inserts and bonded sealing washers to eliminate moisture from penetrating to the corn. If the corn becomes wet and molds, this will greatly reduce the effectiveness of the lvermectin treatment added to the com. 7. The Corn Blower shall have its own battery and gasoline engine for driving the blower. The engine should be of sufficient power to deliver corn at a rate of approximately 400 to 600 lbs/minute (measured at the bin) which generally equates to a 10 to 13 horsepower engine. 8. The entire trailer assembly shall be road ready with all lights wiring and electrical systems upon delivery or pickup including any connections necessary for legal and safe towing. 9. A ladder shall be part of the construction of the trailer to allow access to the top surfaces and hopper doors to facilitate loading. Any safety rails should be include as part of the construction. 10. A trailer jack stand permanently affixed to the front of the trailer capable of supporting the weight of the fully loaded trailer (while still supported by its tires) when not attached to a vehicle to allow for trailer hookup and for servicing. 11. Flexible hose with rigid sidewalls, 30 foot length and 3 inch diameter for dispensing of corn into the feeder. 12. The Corn Blower trailer shall be a gooseneck towing configuration. CLIN 002 - 30 Ton Bulk Overhead Corn Bins 1. 30 ton corn capacity bin / hopper. 2. 3/16 inch steel or steel alloy construction of the bin / hopper. 3. 10 foot clearance height to allow trailered Corn Blower to drive through. 4. 10 to 11 foot side clearance to allow trailered Corn Blower to drive through. 5. Vented to help prevent mold and ensure that Ivermectin treated corn maintain its effectiveness as a treatment. 6. Single or double top doors for easy and safe filling of the bin and sealed / gasketed to prevent pest, and weather intrusion. 7. Primer and epoxy painted inner and outer surfaces to prevent corrosion and rust due to harsh weather conditions and salt air when stationed in the Gulf of Mexico region of Texas with the inner bin surfaces primed and painted and / or with a suitable environmentally and food safe lining. 8. Feed delivery system that is operable at ground level. It shall have a chute or wind sock that can direct the corn for efficient loading and prevent wind-blown loss. 9. Ladders and safety railing included as part of the construction to allow access to the upper surfaces of the bin. 10. A sight glass or glasses to monitor the corn level in the bin. 11. 5 ½ inch schedule 80 steel or steel alloy pipe sub-frame and skid assembly or a suitable substitute which is demonstrably as strong or stronger. The administrative cost of awarding multiple awards is $500 thus a single award will be made unless the savings of making a multiple award greater than $500.
