- Synopsis of Proposed Contract Action: This is a synopsis for solicitation of commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 5.2 – Synopses of Proposed Contract Actions, as supplemented with additional information included in this notice. National Oceanic and Atmospheric Administration (NOAA) Eastern Acquisition Division (EAD), Norfolk, VA is soliciting quotes on behalf of the National Weather Service Office of Observations (OO) Surface and Upper Air Division (SUAD) to acquire atmospheric observations from commercial aircraft leading to the improved understanding of the structure of the atmospheric water vapor, temperature, wind, and pressure, as these data are critical to the prediction of thunderstorms, flash floods, hail, tornados, clouds, icing, and climate This is an unrestricted acquisition. The North American Industry Classification System (NAICS) code for this acquisition is 518210 with a size standard of $32,500,000.00. NOAA anticipates one (1) contract award as a result of this solicitation. The solicitation and proposed fixed price contract will be issued utilizing FAR Part 13.5 – Simplified Procedures for Certain Commercial Items. Items and will be evaluated on a best value basis wherein technical is significantly more important than price. Factors that will be evaluated in equal order of importance are Technical Approach and Corporate Experience. All responsible sources may submit a quote that shall be considered by the agency. To be eligible for award, vendors must be registered with System for Award Management (SAM): https://www.sam.gov/portal/public/SAM/##11 and obtain and DUNS number by calling 1-800-333-0505. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required SAM registration. The anticipated release of the solicitation is June 1, 2017. Quotes are anticipated to be due on or around June 22, 2017 by 1:00pm. An award selection is anticipated to be made upon or around August 1, 2017. The period of performance for this contract is for a one year base period and two one year options.
