- The Architect of the Capitol (AOC) is seeking to enter into a firm-fixed price commissions-based contract for daily food service at the Russell Senate Office Building (RSOB) in Washington, D.C. The AOC is seeking the services of an experienced, innovative, and financially sound contractor to provide food services to a variety of individuals with varied tastes and income levels, including:  Senate members and staff  Staff from nearby office buildings  Visitors, tourists, and the general public There are approximately 1,500 people working in the Russell Senate Office Building, and 5,000 people working in the Senate half of the Capitol complex. Visitors to the Senate are numerous and highly dependent on the legislative calendar and time of year. The contractor shall ensure a quality dining experience to include high quality food, cleanliness, expedient service, and a great value to the customer, while providing a variety of menu items and making creative use of the food service facility. AOC expectations include: • Competitive pricing. Prices shall be competitive with other restaurants, cafeterias, and snack bars that offer comparable food services in other federal government and corporate office buildings in the Washington, D.C. metropolitan area. • Technology applications. The AOC encourages innovative technology applications in the food service operation, such as modern point-of-sale payment options, digital marketing, Wi-Fi, etc. • Exceptional service. The contractor shall provide consistently high quality food and service on a daily basis. Staff must be courteous, knowledgeable and professional, presenting a positive image at all times. • Innovation. The contractor shall be innovative in all areas of the food service operation, not only in the application of technology, but in communication methods, customer outreach and feedback, menu offerings, food products and presentation. • Value. "Value" is the coordinated assembly of all factors into a positive dining experience at a great price. This contract establishes the relationship between the contractor and the AOC for the purpose of providing food services at the facility, and provides the operating requirements, contract parameters, and performance expectations of the contractor. The contract period will consist of a four-year base term and three (3) two-year option periods. Pre-proposal Conference and Site Visit: Currently scheduled for June 20, 2017 at 5:00pm. Specific information concerning registering for and attending the pre-proposal conference/site visit will be included in the Request for Proposal package expected to be issued during the second week of June 2017.
