- This is a Navajo Nation requirement posted on FBO to assist in the distribution of this Request for Qualifications for A&E Design Services for a Health Care Center. The Indian Health Service (IHS), Division of Engineering Services is assisting the Winslow Indian Health Care Center (WIHCC) in the solicitation of proposals from qualified firms to provide professional architectural and engineering design services as required for the design of a 154,000 square foot inpatient and outpatient medical facility to be located in the Dilkon Community, Navajo Nation, Arizona. The estimated construction cost for the facility is approximately $57 million. A fixed-price contract for the design services phase of the project is expected to be awarded to the firm submitting the highest rated proposal; qualifications and costs considered. Qualified firms interested in participating in this project must submit a statement of qualifications and a cost proposal (if selected for an oral presentation) in accordance with the Request for Qualifications and Contract Requirements for Architectural & Engineering Design Services, Dilkon Health Center, Dilkon Community, Navajo County AZ. The proposals will be evaluated based on the following criteria: 1. Professional qualifications and experience of firm and all proposed consultants 2. Specialized design experience of proposed key related personnel 3. Overall performance record of firm 4. Design experience with Native American clients 5. Analysis of current and projected workload 6. Management Plan 7. Qualified Native American Preference 8. Proposed design service fees (firms selected for oral presentations only). SPECIAL NOTICE: 1. This procurement and subsequent contract award will be by WIHCC, and administered under WIHCC procurement policy. Federal Acquisition Regulations are not applicable to this announcement or WIHCC procurement procedures. Design services will be performed under a contract with the WIHCC on a firm-fixed price basis. The WIHCC reserves the right to reject any and/or all proposals. 2. A mandatory pre-qualification submission meeting will be held on June 23, 2017, from 2 pm to 4 pm (MST) at the WIHCC Administrative Offices, 500 North Indiana Avenue, Winslow AZ, 86047. The project scope, design requirements, WIHCC requirements and other project related information will be discussed. Submissions of technical qualifications from firms not having one or more of the firm's current professional staff in attendance at the pre-qualification submission meeting will be deemed non-responsive and will not be further considered or evaluated. Electronic copies of the referenced Request for Proposals and Contract Requirements (in PDF Format) can be obtained via email by contacting the Ms. Julye Barton-Todacheenie, WIHCC Procurement Contracting Officer. Proposals must be received not later than 3:00 pm (Mountain STANDARD Time), June 30, 2017. Each proposal must be physically mailed or hand delivered to the attention of Ms. Julye Barton-Todacheenie.
